Swain, Director -Department of Public Works Subject: Borderline Neighborhood -Longfellow Demonstration Project Recommended Action Staff recommends that the City Council: 1. review and provide comment and direction on the proposed design for the Borderline Neighborhood -Longfellow Street Demonstration Project, and if appropriate, approve concept option 1; and 2. authorize the City Manager to negotiate and execute a modification to Contract No. 8644 (CCS) with Nelson-Nygaard Consulting Associates for professional services to develop the recommended concept into construction bid documents in an amount not to exceed $310,000, for a total contract amount not to exceed $427,000. Executive Summary The Borderline Neighborhood -Longfellow Street Demonstration Project (Project) provides various enhancements on Longfellow Street and the connecting streets of Marine Street, Navy Street, and Ozone Street between Longfellow Street and Lincoln Boulevard. Following community meetings, the attached .concept options have been developed to address aesthetic improvements, pedestrian accessibility and traffic in this area. The concept options include planting of new trees and native drought tolerant landscaping, raising the roadbed, minimizing storm water runoff and improving water quality, creating neighborhood entrances, and installation of pedestrian lighting and decorative paving. Staff recommends City Council approve Concept 1 as described in this report and authorize a modification to the professional services agreement to complete construction bid documents for this project. Funds for this contract modification are available in the Capital Projects Fund and General Fund. Background On October 24, 2006, City Council approved a contract with Nelson-Nygaard Consulting Associates, Contract No. 8644 (CCS), in an amount not to exceed $117,000 for a 1 feasibility study of the Longfellow Street Demonstration Project. Three concepts were developed and reviewed by City staff and the community: One concept was infeasible since emergency vehicle access was compromised. The two remaining concepts are very similar except one has a dedicated walkway in lieu of pedestrians sharing the street with vehicles. The community overwhelmingly supported the shared street concept during the last public meeting. Therefore, staff recommends that City Council review the concepts, provide comments, and if appropriate, approve concept option 1 in lieu of providing input, directing staff to further develop schematic drawings of the preferred alternative and returning to City Council for concept approval in the future. Approval at this stage does not follow the procedures discussed on October 13, 2007, for the delivery process of capital improvement project. Discussion The Project is located along Longfellow Street and the connecting streets of Marine Streef, Navy Street, and Ozone Street between Longfellow Street and Lincoln Boulevard. The scope of work for the feasibility study included community outreach and development of concept options to address pedestrian safety, parking availability, traffic circulation, and the lack of landscaping. Based on community input, three concepts were developed for the project. All concepts create a "living street" by promoting walkability and communal "front yard" function; reclaim the streets as residential streets; provide traffic-calming measures and mitigation of traffic infringement from commercial to residential uses in the area; and address the propensity of illegal uses and behaviors. The project presents a creative opportunity for sustainable design to enhance the built and natural-environment. The concepts include expansion of the existing gardens by planting of new trees and drought resistant landscaping; installation of pedestrian lighting; providing- communal gathering space; raising Longfellow and adjacent street intersections to the sidewalk level to meet accessibility guidelines; creating a neighborhood entrance by integrating 2 colored paving at the intersections; and installing permeable pavers in the parking areas In developing concepts for this project, several constraints were identified. The existing Longfellow Street right-of-way is very narrow, forty feet, property line to property line. The entire right-of-way is paved with asphalt and the street does not have sidewalks or landscaping. The existing sidewalks on the adjacent streets are five to six feet wide and existing trees, power poles and street signs inhibit accessibility along the sidewalk. The existing on-street permit parking spaces need to be preserved. Reduction to the width of the carriageway of the street must consider adverse impacts to emergency vehicle access. Additionally, City operations such as street sweeping, solid waste collection, utility access and landscape/tree maintenance must be maintained.. The following is a description of the three concepts Option 1 (Attachment 1): This option creates a "living street" concept where pedestrians would use the carriageway of the street, sharing the street with vehicular traffic. The option includes afourteen-foot wide carriageway, two eight-foot wide parking lanes and two five-foot wide landscaping areas. The fourteen-foot wide carriageway will function as a yield street where only a single lane of moving traffic is provided. This is a common traffic calming measure for residential streets with low traffic volumes. Ozone Street adjacent to the Project is an example of a functioning yield street. Landscaping areas will incorporate existing plants and trees and will camouflage utility poles. This option will provide easy access to parking spaces and will allow access for emergency response vehicles. This option will accommodate sufficient staging areas for solid waste collection. The preliminary estimate of construction cost is $1.7 million. Option 2 (Attachment 2): This option is similar to Option 1 except it includes asix-foot wide walkway on the west side of Longfellow Street, a fourteen-foot wide carriageway, two seven-foot wide parking lanes and two three-foot wide landscaping areas. This 3 option will provide easy access to parking spaces; it will allow access for emergency response vehicles, and the street will function similar to Ozone Street adjacent to the Project. However, the existing utility poles on the west side of Longfellow will need to be relocated to accommodate the six-foot wide sidewalk. The preliminary estimate of construction cost is $1.9 million. Option 3 (Attachment 3): This option includes diagonal parking on alternating side of the two Longfellow Street blocks creating a chicane effect, which is a common traffic calming measure where motorists have to slow down significantly to pass the chicane, in this case from one block to the other block. This option was determined to be infeasible during a mockup test with .emergency response vehicles since fire trucks failed to negotiate the turn from Marine Street and Navy Street onto Longfellow Street. Recommended Option Staff recommends that City Council approve Option 1. This option was overwhelmingly supported by the community at the public workshop held on April 28, 2008. The proposed design features are shown on the conceptual design palette (Attachment 4). The proposed street trees for Longfellow Street include a variety of deciduous and evergreen trees that were selected based on input from the community and suitability to the site, performance under the site conditions and nursery availability. The Community Forest Management Plan identifies the China Doll as the street tree for the Ozone, Navy, and Marine Streets. Proposed planting areas within the project area will be of California native, drought tolerant grasses and shrubs. The proposed plant species were selected by the Landscape Architect and supported by the community. The City's Community Forester reviewed the selection for appropriateness to the existing growing conditions and performance in a coastal setting. There are several paving materials proposed for the project. Permeable surfaces will be used where appropriate. The proposed paving material for the drive areas of Longfellow Street is asphalt. The proposed paving material at intersections of 4 Longfellow Street and Ozone /Navy /Marine Streets is to be integral colored concrete with a decorative pattern to encourage slower vehicle traffic. The proposed paving material for the parking areas along Longfellow Street is decorative concrete pavers. The selection of the pedestrian lighting fixture was discussed at the public meetings. The proposed post-top lighting fixture was. supported by the community. The proposed fixture has a top cap to preserve a dark sky and the fixture has been used successfully in other areas of the City. Contract Modification The recommended modification to the professional services .agreement will allow the concept for the project to be developed into construction bid documents. In addition, the recommended modification includes design services for permanent improvements to Wilson Place, a residential street in the Borderline Neighborhood adjacent of Lincoln Boulevard. In the 1990's, Wilson Place was converted into aone-way street by installing the temporary traffic barriers and delineators adjacent to and approximately 250 feet east of Lincoln Boulevard. The modification to the contract will allow for the development of construction bid documents for permanent improvements in this area including replacement of the temporary barriers and delineators with the sidewalks; curb and gutter; planting of new street trees and native drought tolerant landscaping; and paving improvements. Public Outreach Public workshops were conducted to solicit ideas and concerns from the community and to build a consensus. Public workshops were held at the Marine Park Auditorium on July 16, 2007 and at Ken Edwards Center on April 28, 2008. A public notification program was conducted to raise awareness of the project in the adjacent neighborhoods and to encourage participation in the workshops. A total of forty-five community members attended the meetings. The following media sources were used to inform the residents, businesses, and property owners about the public workshops: 5 A bilingual (English/Spanish) meeting flyer was mailed to approximately four hundred and twenty-five (425) residents, businesses and property owners. The consultant team canvassed the community in September 2007 largely focusing on the local businesses and storefronts. ^ The- Borderline Neighborhood Association distributed the meeting flyer via email and at their regular meetings. ^ Meeting information was also posted on the City's website. Environmental Analysis Each concept for the Borderline Neighborhood -Longfellow Street Demonstration Project is considered to be a minor modification of an existing street and sidewalk facility that do not have a significant effect on the environment. It is anticipated that the concepts are categorically exempt from the provisions of the California Environmental Quality Act. Financial Impacts & Budget Actions The contract with Nelson-Nygaard Consulting Associates requires a modification in an amount not to exceed $310,000 in order to complete bidding documents for the project and the permanent improvements to Wilson Place. Funds are available in the following accounts: 0027003.589000 (Borderline Neighborhood Improvements): $250,000 0010841.589000 (Implement Neighborhood Traffic Measures): $60,000 Funding for construction of the proposed improvements for the project is anticipated to be included in FY2009-10 capital improvement budget. The -three year CIP budget shows $2.5m General Fund money allocated to this project for FY2009-10. However, this is only a "plan" amount. Funding for construction of permanent improvements to Wilson Place is available in existing capital project funds.
