Subject: Resolution Authorizing the City. Manager to Execute an Amendment to the
Memorandum of Understanding with the Administrative Team Associates
Recommended Action
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute an amendment to the Memorandum of Understanding (MOU)
between the City of Santa Monica and the Administrative Team Associates.
Executive Summary
The current. Memorandum of Understanding (MOU) with the Administrative Team
Associates (ATA) does not expire until June 30, 2009. The City and ATA agreed to
open the MOU to add a new MOU provision granting Agency Shop to ATA since ATA
has demonstrated that it has a 70% membership (based on the number of ATA dues
paying members in comparison to the number of all filled ATA positions) pursuant to
California Government Code Section 3502.5(a). With the implementation of Agency
Shop, ATA will continue to represent all employees in the ATA bargaining unit and will
collect dues from ATA employees who join the "union" and service fees from ATA
employees who choose to not become "union" members. The amendment to the MOU
has been ratified by the membership of ATA.
Financial Impacts & Budget Actions
The amendment to the MOU will have no budget/financial impact.
