Recommended Action
Staff recommends that the City Council:
1. authorize the City Manager to negotiate and execute a third modification to
Contract No. 8732 (CCS) with KPFF Consulting Engineers for additional
conceptual design options of a bicycle station facility in Parking Structure
Number 2. This modification is not to exceed $20,000, for a revised contract total
of $651,500; and
2. authorize the City Manager to execute a modification in an amount not to exceed
$20,000 to the existing Cooperation Agreement (No. 8734) between the City and
the Redevelopment Agency for payment of the costs associated with the'seismic
retrofit of Parking Structure Number 2
Staff recommends that the Redevelopment Agency:
1. authorize the Executive Director to execute a modification in an amount not to
exceed $20,000 to the existing Cooperation Agreement (No. 8734) between the
City and the Redevelopment Agency for payment of the costs associated with the
seismic retrofit of Parking Structure Number 2.
Executive Summary
KPFF Consulting Engineers (KPFF) is currently providing design services for the
structural upgrades to Parking Structure 2 and the development of a single bicycle
station conceptual design. Additional scope of services are required to develop multiple
bicycle station conceptual plans and operational arrangement options to assist in
determining the feasibility of developing a bicycle station network in the downtown area.
Funding estimates were developed by City of Santa Monica Civil Engineering and
Architecture staff as part of the Metro Call for Projects application. The project was
awarded Metro Call for Projects grant funding in 08/09 and 09/10. Funds for this
amendment are available from the Redevelopment Agency.

Background
On June 26, 2007, City Council awarded a contract to KPFF for the design of Parking
Structure 2 Seismic Retrofit and Bicycle Station Facility Conceptual Design. The
original scope of work included design and bidding documents for structural upgrades to
the building and conceptual design development of a bicycle station.
Construction of a storefront bike transit center in a downtown parking structure will
include attended and self parking for bicyclists as well as other clean mobility services
to the downtown Transit Mall and commercial district. This center is envisioned as one
within a system of citywide bike transit centers that would be strategically located near
large employers, in addition to future light rail stations throughout the City.
Discussion
The original Request for Proposals included development of one conceptual design for
a full service Bicycle Station Facility in Parking Structure 2. However, due to anticipated
improvements at Parking Structures 7 and 8, which will involve the development of
pedestrian oriented uses including bicycle parking, (from March 11, 2008 Council
meeting), a modification to the existing contract with. KPFF is requested. This
modification will allow KPFF to develop additional conceptual designs for Parking
Structure 2 in consideration of the bicycle parking provided at Parking Structures 7 and
8.
This additional scope of work allows for the development of alternatives to assess how
various bicycle amenities can be distributed throughout a network of bicycle stations,
resulting in a network of integrated facilities designed for the needs of the immediate
neighborhood and will allow for economical management of the network.. The
development of multiple bicycle station options and a feasibility study to determine
amenities and .operational planning of bicycle facilities was not included in KPFF's
original scope of work. The operational planning study will evaluate appropriate
amenities specific to each location including attendant or self-service bicycle storage

area, vending machines, showers, memberships, etc. The City will utilize the
operational plan to determine the most effective business model.
Financial Impacts & Budget Actions
Funds in the amount of $20,000 are available in account 0170621:589000 for the
additional design services.
