Recommended Action
Staff recommends that City Council award Bid #2949 to Boerner Truck Center to furnish
and deliver five new and unused front load refuse packer units with dedicated CNG
engines in the total amount of $1,274,235.
Executive Summary
The purchase of two front load refuse packer units were approved as an enhancement
in February 2008 for increased commercial collection. Funding for these two vehicles
will come from Solid Waste reserves for future vehicle replacements. The other three
vehicles will replace vehicles scheduled for replacement. Resulting from the formal bid
process, Boerner Truck Center is the best bidder. Funds are available in the Vehicle
Replacement Fund.
Discussion
The compressed natural gas (CNG) powered front loaders will be used by Solid Waste
Management personnel for residential and commercial solid waste collection. As stated
in the Information Item that was submitted to City Council on January 15, 2008, two of
the goals of the Reduced-Emissions Fuels Policy for Vehicle Purchases are to reduce
emissions and reduce the use of petroleum fuels. The purchase of CNG fueled front
load refuse packer units contributes to these goals.
Vendor Selection
In May 2008, the City published Notices Inviting Bids to furnish and deliver five new and
unused front load refuse packer units with dedicated CNG engines in accordance with
City specifications. Bid forms were mailed to ninety-six vendors and notices were

advertised in accordance with City Charter and Municipal Code provisions. Twelve bids
with different options were received from six vendors and publicly opened on May 30,
2008 per Attachment A.
The Crane Carrier seat and pedals are lower to the ground than the other
manufacturers, except the WXLL64. This is important because the driver and helper
both must enter and exit the vehicle repeatedly throughout the shift to move bins into
position for dumping. The WXLL64 is a smaller cab inside and is being replaced with
the ACX64.
The Solid Waste Equipment Operators tested all of the cab & chassis manufacturers
submitted. They overwhelmingly found the Crane Carrier cab to be more comfortable
and easier to enter and exit than the competitors.
The City has several Crane Carrier cab and chassis in the fleet and they have worked
well. Standardizing these vehicles helps reduce parts inventory, training and downtime.
Bids were evaluated based on ability to meet specifications, competitive pricing and
completeness of bid response. Based on these criteria, Bberner Truck Center is
recommended as the best bidder.
