Subject: Santa Monica Pier Carousel Operation and Maintenance
Recommended Action
Staff recommends City Council authorization to extend the existing Management
Agreement No. 8569 (CCS) with Roth Management for an additional six months for the
operation and maintenance of the Santa Monica Pier Carousel.
Executive Summary
On June 20, 2006, -the City of Santa Monica and Roth Management executed
Management Agreement No. 8569 (CCS) fora 24 month term. Staff requests Council
authorization to exercise amonth-to-month extension for a period of six months while
staff releases a Request for Proposal for carousel operations. Funds are available in the
adopted budget.
Background
Roth Management has operated the carousel since September 2001 and has provided
excellent service to the City. It routinely maintains the condition of the carousel and
operates and manages the carousel in a professional manner. Roth Management's
responsibilities include managing day to day operations, employee operation training,
payroll management, preparation of revenue reports, paint restoration, .repairs, and
weekly maintenance.
During the month-to-month extension period, staff will issue a Request for Proposal
inviting responses from interested and qualified operators and will return to Council with
authorization to enter into a new Management Agreement with the selected respondent.

Financial Impacts & Budget Actions
If the extension is approved, during the extension period Roth Management will
continue to receive a monthly management fee of $7,375, and reimbursement for staff
salaries, maintenance and other approved expenses of approximately $6,700 per month
for a new contract amount of $84,450. The contractor is in compliance with the City's
living wage ordinance. Funds are available in Account 30626.577240.
