Subject: Citywide Update of the Historic Resources Inventory
Recommended Action
Staff recommends that the City Council authorize .the City Manager to approve an
amendment to Contract 8599 with Jones & Stokes Associates for an additional $33,211
resulting in a new total amount not to exceed $313,211 to provide additional ,historic
resources analysis for the City Planning Division.
Executive Summary
Jones & Stokes Associates has provided services since. August 2006 for the
comprehensive Citywide update to the City's existing Historic Resources Inventory
(Inventory). The Inventory currently contains approximately 1300 historically significant
properties, derived from surveys conducted between 1983 and 1993 and area updates
in 1994, 1997, 2002, and 2004. The purpose of this contract amendment is to provide
additional research and documentation of a potential historic district identified by the
Jones & Stokes Associates. This additional information will serve to help ensure that the
Citywide update provides a uniform level of survey information for use by members of
the public, decision-makers, and staff. The cost for the Citywide Inventory update will
not exceed $313,211. It is anticipated that the Inventory update will be completed by
December 2008. Funds are available in the adopted budget.
Discussion
In order to provide the decision-makers, City staff, and members of the public thorough
and uniform survey information for the Citywide Historic Resources Inventory, it is
necessary to amend the Jones & Stokes Associate contract. Due to the identification of
expanded boundaries for the potential Gillette Regent Square Historic District which
encompasses an area of approximately of 550 parcels, additional funding in the amount

of $33,211 is required to survey and document the significance of this potential historic
district and evaluate its potential contributing resources.
Contractor/Consultant Selection
A Request for Proposals was distributed to thirteen firms specializing in historic
resource evaluation and preservation planning in 2006. The City received proposals
from two firms. After reviewing both firms' proposals, conducting interviews, checking
references, and reviewing requested supplemental information, staff identified the firm
of Jones & Stokes Associates as most qualified and capable of completing the project.
Jones & Stokes Associates was chosen due to the thoroughness and clarity of their
proposal, their familiarity with Santa Monica's stock of historic resources, and their
demonstrated ability to execute projects of a similar size with excellent results in other
jurisdictions. Examples of other Jones & Stokes Associates' projects include surreys of
numerous Historic Preservation Overlay Zones (HPOZs) in the. City of Los Angeles;
surveys of the North Long Beach and Central Business District Redevelopment Areas
for the City of Long Beach; and a survey of commercial properties in the City of Beverly
Hills.
Financial Impacts & Budget Actions
The contract amount with Jones & Stokes Associates will not exceed $313,211. Funds
for this additional historic resource analysis are available in account 01266.555060 in
the amount of $33,211 for FY 2008-09.
