Subject: Traffic Control Services for Water and Sewer Main Construction
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a second modification, in the amount of $20,000, to Professional Services
Agreement No. 1169, with Traffic Management, Inc., for additional traffic control
services for City water and sewer main construction.
Executive Summary
Traffic Management, Inc. is currently under contract to provide traffic control services for
City-constructed water and wastewater main projects. A modification is required to
continue providing traffic control plans for scheduled replacement projects, service
installations and emergency work in the city. This modification increases the
consultant's contract amount of $70,000 to a total not to exceed $90,000.
Background
Professional Services Agreement No. 1169 with Traffic Management, Inc. was executed
in September 2005 for $54,000 to provide traffic control services, including the
preparation of traffic control plans and installation of traffic controls, for City water and
sewer main construction projects. The first modification, in March 2008, increased the
contract amount to $70,000. The need for additional traffic control services is attributed
to an extensive amount of infill and development projects in the city requiring installation
of large water services, and numerous water main breaks in collector and arterial street
thoroughfares.
Discussion
City water and sewer main construction is performed by both contract and City crews
depending on the size and complexity of the project. When main replacement is

contracted out, the contractor provides traffic control plans and installs traffic controls,
all of which provide safe detours around the work zone -for both vehicular and
pedestrian traffic. Work performed by City crews also requires traffic control. Traffic
Management, Inc. provides traffic control for City construction and emergency work
when sufficient resources are not available. -This modification will allow Traffic
Management, Inc. to continue providing traffic control services for scheduled
replacement projects, development-related service installations and emergency work.
Contractor/Consultant Selection
Requests for proposals were mailed to traffic control service firms throughout Southern
California in May 2005 and the three firms that replied were interviewed by staff. Traffic
Management, Inc. was selected as the best firm to provide traffic control services for
City-installed water and wastewater main replacement based upon their competitive
rates, fast response times and prior work with the City and other public agencies.
Financial Impacts & Budget Actions
Second modification to Professional Services Agreement No. 1169 will include
additional traffic control services in the amount of $20,000. The modified agreement will
not exceed $90,000. Funds in the amount of $10,000 are available in 0250136.589000
(Water Main. Construction), and $10,000 is available in 0310628.589000 (Sewer Main
Construction).
