Executive Summary This study session provides the Council with a presentation on results of a Shared Use Opportunities Study for the Santa Monica High School (Samohi) and Civic Auditorium campuses (Attachment A). The study session also includes a presentation on the site studies prepared by the Santa Monica Malibu Unified School District (SMMUSD) for Samohi and a report from Redevelopment Agency staff on the eligibility of redevelopment funding for capital improvements at the Samohi campus. Background Over the past several months, staff from the City, the School District and Santa Monica College has been working collaboratively with the City's consultant (Koning Eizenberg Architecture) and Samohi's architect (R. L. Binder, FAIA Architecture & Planning) to explore possible shared use opportunities between the Civic Auditorium and Samohi campuses. This undertaking came about because of the unique joint use potential inherent in the concurrent development of these two campuses and focused on possible shared use in the areas of cultural linkages (Civic Auditorium, Samohi's Barnum Hall & Greek Theatre), open space & recreation- (fields, gymnasiums, courts), education (childcare, cultural classes), mobility & access (for vehicles, buses, pedestrians & bicycles) and the character of the surrounding streets. 1 Discussion The Civic Center Specific Plan; Creative Capital, the LUCE, and the District's draft plans for Samohi provided the framework for the joint use study. A series of meetings with stakeholders from the City, SMMUSD and Santa Monica College (SMC) and a well attended community workshop on .April 12, 2008, provided useful information. Since early June, City staff and its consultants have also made presentations to eight City and School District advisory groups for input as summarized in Attachment B. Concurrently with this study, the Samohi architectural team was directed to prepare site studies to refine the long term master plan vision for the Samohi campus including providing alternative approaches for proposed Phase I improvements utilizing the $57 million in Measure BB bond funding allocated by the Board of Education to Samohi in October, 2007. The site studies in Attachment C were presented to the Samohi teaching staff, administrators, the Samohi BB site committee, and at a joint meeting of the Board of Education and the District's BB Advisory Committee during June, 2008. On June 26, 2008 the Board of Education formally considered the site studies and approved proceeding with site study concept A with the Science and Technology Buildings as the Phase I improvements. Although the City Council does not have jurisdiction for improvements on SMMUSD campuses, because of the joint use study, the relationship of the two campuses, and the April 8, 2008 Council direction to staff for an assessment of Redevelopment funding eligibility of joint use community facilities on SMMUSD campuses, this study session incorporates a presentation of the Samohi site studies . Redevelopment Fund Eligibility Redevelopment staff received SMMUSD's description and summary of the. potential opportunities for joint school and community uses on June 19 and 23, 2008 (Attachments D and E). A preliminary eligibility review is underway for redevelopment funding, pursuant to the Redevelopment Plan for the Earthquake Recovery Redevelopment Project Area. During 2009, the City will need to adopt a Redevelopment Agency Five-Year Implementation Plan through 2014. At the Council's 2 discretion, eligible improvements at Santa Monica High School could be included for funding in the Implementation Plan. As part of adoption of the Implementation Plan, Council will consider priorities and trade-offs among projects (i.e. affordable housing, parks, community facilities, corridor revitalization, joint-use amenities, transportation facilities and infrastructure) that are eligible for redevelopment funding. Previous Council Actions On December 14, 2007, City Council received an information item outlining the status of the facility planning efforts at Samohi, its relationship to the Civic Center Specific Plan and the timeliness of investigating possible shared use opportunities at the two campuses. On March 31, 2008, City Council received an information item providing an update on the shared use planning for. the two campuses. On April 8..2008, City Council directed staff to evaluate the Redevelopment funding eligibility of shared use community facilities on the SMMUSD campuses and return to council with an analysis. A community garden space was suggested as an example of a use that might serve this purpose. • The Main Street circle as approved in the CCSP creates a barrier to the south end of the City and may interfere with extending the Michigan Pedestrian/Bike path through the Civic Auditorium campus. Suggest consideration be given to eliminating it and focus on restoring a fountain element at the front of the Civic Auditorium • Consider incorporation of a children's museum as part of the Civic Auditorium cultural campus Commission on the Argosy University and The Art Institute of California, both Status of Women with programs in Santa Monica, should be considered in July 9, 2008 addition to SMC as potential educational institutions that could offer culturally related classes at Civic campus • Public restrooms should be incorporated into the plans • Safety issues including the provision of adequate lighting, need to be addressed in implementation of projects • Identified mothers who drop off children at the ECEC as 2 Attachment B Summary of Advisory Group Comments a user group that could be served by programming and classes on the civic campus • Linkages with Broad Stage should be explored as part of cultural consortium concept • Environmental considerations for locating athletic uses on Samohi campus near freeway should be fully evaluated • Noise impacts of proposed uses and programs on both campuses should be fully evaluated • Encourage continued collaborative work by SMMUSD, SMC and City; identified potential future college bond measure as a possible source of funding for implementation that should be further explored Planning Commission Adopted a motion supporting the work done to date by the July 16, 2008 District and City related to these campuses and support the continued collaboration as these plans move forward with the following comments: Special attention should be paid to the treatment of the intersection of 4'" and Pico and Pico Boulevard adjacent to the High School to address and improve the pedestrian character and quality of the street and its connections to activity areas to the east at Lincoln and Pico Boulevards. Connection between the campuses across 4'h Street should be further evaluated to consider the pros and cons of alternatives including but not limited to a bridge The balance between the amount of open space and building area should be refined as the design for the civic campus proceeds Linking programming for Barnum Hall, the Greek Amphitheatre and Civic Auditorium is exciting for the campuses and would support educational opportunities 3 Attachment C ATTACHMENT D 8 Santa Monica-Malibu Unified School District June 18, 2007 1651 Sixteenth Street Santa Monica, CA 90404 Joint Use Opportunities on the campus of Santa Monica High School The City of Santa Monica and the Santa Monica-Malibu Unified School District were created by the citizens of Santa Monica to achieve their unique and common civic, recreational, cultural and educational goals and visions. To that end, these two public agencies have demonstrated a cooperative, mutually helpful community spirit for over 120 years. Interestingly, the Santa Monica School District was organized as a political unit of the state in 1875, eleven years before the town was first incorporated. The effect of the passage of Prop 13 in 1978 on the financial condition of the District dramatically changed the relationship between the two agencies. Currently, the City and the District have a Master Facilities Agreement that provides City support of over $7 million annually to the District, and three subordinate Memoranda of Understanding that detail the City's use of District fields, gyms and outdoor spaces during. non-school hours and uses. There are many other ways the City assists the District financially to achieving its mission of providing an outstanding education to the children of Santa Monica, including annual funding for school-based human services provided by non-profit organizations and collaborative afterschool programs staffed jointly by the City and District. Additionally, the City's Redevelopment Agency passes through about $2 million per year in tax increment funds for capital improvements in the District. These funds are used to retire debt on District Certificates of Participation, a form of financing the District used to buy back its current headquarters on Sixteenth Street. This revenue stream is being used as a source of revenue, through a capitalization plan, for the District's current Measure BB capital improvements program. In November 2006 the voters of the District approved Measure BB, a $268 million general obligation bond for capital improvements, renovations, health and safety upgrades and classroom enhancements. In October 2007 the Board of Education approved specie allocations for school sites including $57 million in funding from this measure for improvements at Santa Monica High School (Samohi). The City approved its Civic Center Specific Plan in June 2005. The Civic Center includes the Civic Auditorium Campus, across Fourth Street from the high school. However, the draft Land Use and Circulation Element (LUCE) identifies the Civic Center District to include the high. school, and points to, "A potential joint use program to strengthen the high school's presence in the Civic Center by utilizing the civic Auditorium and its surroundings for an educational cultural center that would synchronize with the school's master plan to provide both joint use opportunities and re-establish the visual open space connection between the high school center and the City's Civic Center." "The City shall expand...joint use arts and entertainment programs with Santa Monica. High School." Indeed, the draft LUCE emphasizes the need to expand linkages between the two sites by creating a ~~more meaningful connection" between them and opening view corridors and access points. The LUCE goes on to recommend amendment of the Civic Center Specific Plan to ~~incorporate improvements that will be beneficial to the [Civic Center] district" including ~~providing greater pedestrian, bicycle, and open space connectivity" and creating "a more inviting pedestrian environment on 4~' Street and allowing for mid-block pedestrian crosswalks to support potential joint use activities for Santa Monica High School and the Civic Center." In December 2007, realizing the enormous potential for significant joint use development, the City issued an RFQ for a consultant to work with the high school's design team in examining the joint use potential for these adjoining sites and projects. Since that time, representatives of the City, the District and Santa Monica College have met regularly to identify how to best seize this historic opportunity and create aworld-class civic center and high school campus with state-of-the-art cultural and recreational facilities that would serve the community for generations to come. In response to this unique legacy opportunity to view the Civic Auditorium Campus and the campus of Santa Monica High School holistically, the school community and Board of Education developed a vision for Samohi that maximizes the creation of cultural and recreational venues on its campus that supports and enhances the academic, artistic, and athletic activities for students and dramatically extends opportunities to the entire community to enjoy these cultural and recreational facilities. Those joint use facilities identified on Samohi's campus are: 1. A new Michigan Avenue bicycle and pedestrian access, Michigan Avenue Commons, connecting 7th and 4th Streets 2. A relocated Sixth Street Bike/car/pedestrian access 3. Anew Seventh Street bike/pedestrian access (7th Street Commons) connecting the proposed 7th Street overpass to the new Michigan Avenue Commons 4. Improved 4th Street streetscape 5. Renovation and upgrading of Memorial Greek Theatre, including bathrooms 6. Relocation, replacement and upgrade of existing track/ football field (doubles as soccer/rugby/lacrosse field), new permanent seating 7. Relocation, upgrade and replacement of existing Pool 8. Relocation, upgrade and replacement of existing North gym 9. Relocation, upgrade and replacement of existing South gym 10. Relocation, upgrade and replacement of existing Softball field 11. Relocation, upgrade and replacement of existing Baseball filed (together these two fields can be used as a soccer/rugby/lacrosse field) 12.A new North regulation synthetic soccer field (doubles as rugby/lacrosse field) 13. Background A survey of existing facilities was conducted to determine the hours each facility is available for use by the public as well as the number of users. The hours of public use were identified through interviews with the Director of Theatre Operations and Facilities Permits, Site Administrators, and the Athletic Director. The determination of numbers of users is complicated for several reasons. Access to the campus maybe under a permit issued to an organized group, an individual informal use, or through historic, non-permitted access. Until recently, there has not been a coordinated permit process for Samohi so the information on permits is not complete. The data on permits issued for the 2007-OS school year was compiled by the Director of Theatre Operations and Facilities Permits from records of the District's Operations and Maintenance Division and Barnum Hall permits. In addition, interviews were conducted with administrative, security and custodial staff at Samohi to gather anecdotal information about campus use. On-site observations were conducted during the week of May 25 - 31, 2008 during morning, afternoon, and evening hours. Current Public Use of Samohi Facilities There is wide use of cultural, athletic, and recreational facilities at Samohi by the public. Samohi s entire campus has been used consistently by the community since its opening in 1913. It is the only facility with athletic and cultural venues that is not currently covered in any of the three Memoranda of Understanding between the City of Santa Monica and the School District. The existing facilities that are regularly used include Barnum Hall, Memorial Greek Theatre, cafeteria, seven tennis courts, baseball field, football field, track, four outdoor basketball courts, south gym, and the Drake Pool. In general, athletic facilities are available to the public before and after school and team practice hours on weekdays and are open during weekend days during the school year. Since athletic teams practice during school breaks and the summer months, availability for the public is similar during these periods. The tennis courts, outdoor basketball courts, and the baseball field do not presently have lights, limiting access to daylight hours. More extensive use is available for the south gym, the football field, and the track, which are equipped with lights. There is heavy public demand for field use, particularly by Santa Monica youth soccer teams. Both the football field and baseball fields are used year-round for youth soccer. The tennis courts are also popular with the public. Through an unwritten agreement, the City of Santa Monica currently permits the six tennis courts. The seventh court has an uneven surface and is used only for warm-up. Walk-on play is available to individuals if courts are not permitted or being used by the school. The courts are available to the public from 8 am to dusk on the weekends. The track is used extensively by individual runners during early morning hours, evening hours and on weekends. Permitted groups, such as the Special Olympics hold annual events on the track. The south gym is used on weeknights by the public for basketball and is available on the weekends to the public for basketball and volleyball. Currently the softball field and the north gym are not used by the public. On January 1, 2008, the newly created position of Director of Theatre Operations and Facilities Permits was filled. This position was created in response to the recognition of the enormous unrealized community benefit of having Barnum Hall and the Memorial Greek Amphitheatre available for public events. Banmum Hall, a 1,250-seat proscenium theatre and a Santa Monica historical landmark was built in 1931 and completely renovated in 1998-2005. The Memorial Greek Amphitheatre seats 2500 (public events) and was constructed in 1921. Both of these facilities were originally defined as public meeting spaces and for many years were the centers of cultural life in Santa Monica. In the last few years, the use of these venues for public events has increased twenty- fold. In the 2007-08 school year, Bamum Hall presented over sixty school events and over forty professional events. The public offerings ranged from classical music by New West Symphony, the new resident orchestra, as well as the Debut Orchestra, Live Nation Artist's Mason Jennings and Missy Higgins, the annual Arts for All concert with Jackson Browne, the premiere of an avant garde opera piece by Musica Angelica with John Malcovich, and the Debbie Allen Dance Academy's LA Tap Fest. Next season, anticipates an increase of professional events to over seventy-five. There is room to grow in the future to one hundred rental events which has been determined by Samohi administration and the Director of Theatre Operations and Facilities Permits as the optimal balance between school program use requirements and community use. Aside from occasional special events, the Memorial Greek Theatre is currently used primarily by skateboarders on the weekends. There is no staging equipment, lights, or 2 restrooms which limits its use as a performance venue. The adjacent cafeteria is used primarily by community groups for meetings. With Barnum Hall returning to community use, there are plans to bring the Memorial Greek Amphitheatre back to community use as the Westside's only large outdoor venue. The "Greek" has the potential tobecome amini-"Hollywood Bowl" with concerts and presentations throughout the summer. Table 1, Samohi Facilities Current Available Hours for Public Use shows the current available hours for public use for each facility during the school year, winter and spring breaks, and the summer. These facilities are open to public use more than 20,000 hours per year. Perhaps more instructive is the percentage of the operating time for each facility that is open to the public. This ranges from 27% for Barnum Hall to 59% for the football field. Five of the facilities are each open to the public for approximately half of its operating time. As indicated earlier, the permit records are not complete so this discussion will provide a general range of users based on actual permit data, site observations, and interviews with Samohi staff. As Table 2, Samohi Facilities permit Users shows, an estimated 53,000 members of the public participated in permitted events and sports during the past year; 35,000 are estimated to be Santa Monica residents or affiliated with Santa Monica-based groups. These include the tennis courts, the outdoor basketball courts, the Memorial Greek Theatre, the track, and early morning pool use. It is estimated that another 22,000 members of the public enjoy individual activities on the Samohi campus as shown on Table 3, Samohi Facilities Individual Users below. Table 3 Samohi Facilities Individual Users Opportunities for Expanded Public Use A key component of the vision for Samohi is the re-connection of the campus to the community. This is accomplished in several ways. The central element is the Michigan Avenue alignment (The Commons) opening from East (Seventh Street) to West (Fourth Street) allowing for Samohi campus use during school hours and public use including bike and pedestrian paths in the afternoons, evenings, and on the weekends with a secured campus north and south of the Commons. The Michigan Avenue alignment will once again provide pedestrian and bicycle access to the Civic Center Campus, the Pier, beach, and Palisades Park for the underserved Pico neighborhood. The creation of the Seventh Street Commons, connecting the proposed Seventh Street overpass with the new Michigan Avenue Commons will connect the downtown and north side of the City to the Samohi and Civic Center campuses. The gyms, pool, track, and football field will be relocated to the north side of the campus, opening the view from a renovated Greek Theatre to the Civic Center and lowering the new baseball and softball fields to grade at Fourth Street. This redefines the nature of Pico Boulevard and Fourth Street, as well as the connection to the Civic Center Campus. The fields are open to public view and access and the relocated gyms and pool front on the relocated entry way from Olympic Boulevard, allowing them to be easily identified, accessed, and used by students and community alike. In additional to replacing the relocated fields with synthetic turf, a new soccer field (lacrosse and rugby); also using synthetic turf, will be installed on the roof of the gym/pool building. Lights will be installed at the relocated tennis courts, football field, track, new soccer, and new multi-purpose fields. The joint use subterranean parking under the stadium is easily entered from Olympic Blvd. Pedestrians exit the parking directly onto the Commons, presented with the fields, Barnum Hall and landscaped promenade that traverses the campus, allowing ease of movement and way-finding throughout the campus and to the Civic Center west of Fourth Street. These new facilities and linkages to the community will result in greatly expanded opportunities for use and access by the public. Table 4, Potential Available Hours for Community Use at Samohi Build Out, provides the hours for publicuse in the future Samohi build out. The expanded facilities' operaiing hours are expected to result in an additional 13,000 annual hours of public use. Moreover, the percentage of operating time each facility is open to public use increases for all facilities, with eleven facilities open to the public half of the time or more. Many of its venues served as the center of community life during in the first half of the 20'~ Century. The vision for Samohi re-establishes this meaningful connection between the Civic Center and Santa Monica High School by improving access and permeability of the high school's campus, and opening views on both sides of Fourth Street. Samohi reclaims its vital role as an active presence in the lives of its students and the entire community. 7
