Subject: Agreement with Gershman, Brickner and Bratton, Inc. for Ongoing
Consulting Services Related to Transfer, Recycling and Disposal Services
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a modification to the agreement with Gershman, Brickher and Bratton,. Inc.
(GBB) in the amount not to exceed $50,000.
Executive Summary
Over the past three years, GBB has worked with the City to complete a review and
analysis of the City's Solid Waste Division operations and prepare Request for
proposals for commercial collection operations and for transfer, disposal and recycling
services. These efforts resulted in a Preliminary Term Sheet between the City,
Cedarwood-Young Company (Allan) and Southern California Disposal (SCD) for a
public private partnership at the City and SCD yards. The services of GBB are needed
in order to provide review and analysis of issues arising from the development of the
Services Agreements. Funds for this portion of work are available in Solid Waste
Dvision's operating budget.
Discussion
GBB has been engaged with the City since October 2005 for amulti-phased review of
solid waste operations, including operations and financial analysis, identification of
potential efficiency and the development of Request for Proposals (RFPs) for alternative
service delivery options. To date, GBB. has completed Phase I of their engagement,
which ihcluded the development of a comprehensive report on the operational and
financial review which was presented to Council at the March 14, 2006 Study Session.
The study session resulted in GBB presenting a variety of recommendations to improve
operational efficiencies and a detailed financial analysis. GBB has also represented the

City throughout the negotiations for the public/private partnership with SCD and Allan
Company that was conceptually approved by Council on May 22, 2008.
Currently, staff from the City Attorney's Office is developing the draft Services
Agreement that is anticipated to be able to be reviewed with Allan and SCD in August.
Staff from the Architecture Division of the Public Works Department is preparing a
Request for Proposals for design services related to the improvements on City-owned
land, as outlined in the roles and responsibilities section of the Preliminary Term Sheet.
It is anticipated that during this time, GBB's services will still be needed to assist the
City by providing review and input on the draft services agreement and to provide
analysis on operations-related issues.
Financial Impacts and Budget Actions
Funds in the amount of $50,000 are available in account 27441.555060 for additional
services related to the of the service agreement. With this modification, the total
agreement with not exceed $628,000 for all work performed since contract inception in
2005.
