Subject: Award of Purchase Order for Self Contained Breathing Apparatus (SCBA)
Recommended Action
Staff recommends that City Council award a purchase order to L N Curtis to supply and
deliver replacement Self Contained Breathing Apparatus (SCBA), related parts and
accessories, for an estimated amount of $ 360,093.
Executive Summary
The current inventory of Self Contained Breathing Apparatus (SCBA) are at the end of
their anticipated life span of 15 years of service. The most recent National Fire
Protection Association (NFPA) standards for SCBA now require more stringent
requirements and Chemical, Biological, Radiological, Nuclear, .and Explosive (CBRNE)
certification. Due to the current SCBA units reaching their anticipated life span and the
more stringent requirements of the NFPA, staff recommends the purchase of new
SCBA units, related parts and accessories.
The County of Los Angeles recently solicited a Request for Proposal (RFP) and
subsequently awarded a contract to LN Curtis for these items.. Municipal Code allows
the City to tag-on to the County contract with this vendor.
Discussion
The Los Angeles Area Fire Chief's Association (LAAFCA), which represents all 31 fire
departments within Los Angeles County, has focused the majority of their 2006 and
2007 no-match Homeland Security Grant funds towards a project to provide a new
CBRNE SCBA .for each staffed position on a Fire Suppression and Rescue Division
assignment and cross staffed Hazardous Materials Response Team and Urban Search
and Rescue Team vehicle. Additional SCBA sets, related parts and accessories to
complete our inventory will be purchased with other no-match grant funding and general

funds. The LAAFCA SCBA project will provide the same certified breathing apparatus
for each Los Angeles County fire department creating true interoperability for exchange
of air cylinders and rescue operations of entrapped Firefighters.
Vendor Selection
Section 2.24.080 (b) of the municipal code allows exception to competitive bidding when
goods or services have been competitively bid by another federal, state, or county
government. The County of Los Angeles recently solicited Request for Proposal No.
RFP-IS-1012-2 for respiratory protective products and Contract No. MA-IS-43634-1 was
awarded to L.N. Curtis for the period of 6/23/08 through 6/22/11.
Financial Impacts & Budget Actions
Fiscal Year 08/09 budget authority in the amount of $ 360,093 is available in the
following accounts:
• $ 236,418 in account 20312.555392, "Fire Administration 06 UASI Grant"
• $ 123,675 in account 20312.588592, "Fire Administration 06 UASI Grant"
