Subject: Acceptance of Fluoridation Funding
Recommended Action
Staff recommends that the City Council:
1. adopt a resolution authorizing the City Manager to accept funds and execute
agreements and any amendments thereto to implement the Oral Health
Community Development Project; and
2. establish a revenue budget in the amount of $1,000,000 at account number
20671.406950.
Executive Summary
The City has been awarded up to $1,000,000 for the purpose of fluoridating the public
water supply in the City from the Los Angeles County Children & Families First -
Proposition 10 Commission (First 5 LA Commission). The Commission was established
by the California Children and Families First Act in 1998, and is responsible for funding
programs and activities that promote early childhood development from the prenatal
stage through age five. The Commission's effort is funded through revenue generated
as a result of a tax imposed on all tobacco products in the State (Proposition 10). By
adopting the attached resolution, the City accepts funding to implement fluoridation of
the City's drinking water supply. Total fluoridation improvements are estimated at $3.1
million. The remaining fluoridation improvement .funds are included in the Charnock
Well Field Restoration project budget.
Background
Community water fluoridation adjusts the fluoride concentration found in drinking water
to optimal levels in order to provide the most beneficial effect for dental health. In 1995,
State law amended the California Drinking Water Act to require water providers with
over 10,000 service connections, which include connections in Santa Monica, to
fluoridate their water supplies, provided that outside funding is available.

Proposition 10, which placed a 50-cent per pack tax on cigarettes was passed by
California voters in November 1998 to fund early childhood development programs. In
Los Angeles County, First 5 LA was formed to manage the funding from Proposition 10.
In January 2008, First 5 LA issued a request for proposals from water agencies to
implement its Oral Health Community Development Project that aims to prevent dental
decay in children through community water fluoridation. On March 12, 2008, the City of
Santa Monica submitted a Letter of Intent, and a Proposal on April 15, 2008: The City
received a formal notification of award on May 29, 2008.
Discussion
On October 23, 2001, City Council approved fluoridation of the City's drinking water
supply. Currently, the City is fluoridating Municipal Well Number 1 and purchases
fluoride-treated water from the Metropolitan Water District (MWD) of .Southern
California. On February 26, 2008, City Council authorized aDesign-Build Agreement
with Black & Veatch Corporation for preconstruction services for the Charnock Well
Field Restoration Project, which includes a new treatment facility to restore the
Charnock Well Field as a drinking water supply source, and fluoridation upgrades to the
Arcadia Water Treatment Plant. Construction is anticipated to begin in Spring 2009.
Staff anticipates that water deliveries from the new treatment facility will begin at the
end of 2010.
Financial Impacts & Budget Actions
Upon agreement .execution, staff will establish a revenue budget in the amount of
$1,000,000 at account number 20671.406950. The remaining fluoridation improvement
funds are included in the Charnock Well Field Restoration project budget.
