Swain, Director of Public Works Subject: Award- of Bid for Refuse Bins Recommended Action Staff recommends that City Council award Bid #2941 to U. S. Transportation to provide waste and recycling bins in an amount not to exceed $1,000,000. Executive Summary The purchase of waste and recycling bins is necessary to support existing commercial and new commercial customers. New commercial customers were acquired as a result of Council's award of Citywide commercial collection services on November 27, 2007. U. S. Transportation is recommended following a formal bid process. The bid award is for aone-year period beginning July 24, 2008 with four. additional one-year renewal options at the same price, terms and conditions, subject to annual budget approval. The total estimated expenditure for the five-year term is $3,000,000. Discussion Commercial Collection Implementation On November 27, 2007, Council directed the City Manager to develop an implementation plan for the Solid Waste Management Division to be the sole provider of solid waste commercial services, assuming the services of approximately 20 private haulers serving an estimated 1,400 new commercial customers. On February 26, 2008, City Council approved the emergency purchase of approximately 800 refuse bins from Consolidated Fabricators in an amount not to exceed $500,000. This emergency purchase allowed for the transition of services to begin until the completion of the formal bid process. 1 From February 27 to July 11, 2008, 977 (46%) waste and recycling bins were distributed to new commercial customers. It is estimated that approximately 1,162 bins (54%) will be delivered to complete the transition of services by December 31, 2008: It is anticipated that existing commercial customer demand coupled with the transition of new commercial services will deplete the existing 128 bins (50 new bins; 24 refurbished bins; and 54 bins awaiting inspection for refurbishment) by July 31, 2008. Approximately 1,900 new bins are required in fulfilling the refuse and recycling needs of existing and new commercial customers. Vendor Selection In June 2008, the City published Notices Inviting Bids to furnish and deliver waste bins in accordance with City specifications. Bid forms were sent to .eight vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Four bids were received and publicly opened on July 8, 2008 per Attachment A. Bids were evaluated based on competitive pricing, completeness of bid response, delivery time, and additional available options. Based on these criteria, U. S. Transportation i s recommended as the best bidder. The U. S. Transportation (1) alternative bid is preferred as the delivery of bins will be unstacked and easier to handle and distribute.
