Priority Projects
Recommended Action
Staff recommends that the City Council:
1: authorize the City Manager to negotiate and execute a professional services
agreement with Black and Veatch, Inc., in an amount not to exceed $350,000, to
provide concept studies and expenditure analysis for priority Measure V funded
projects; and
2. authorize the budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The Final Draft Watershed Management Plan prepared in Apri12006, identified priority
projects to improve water quality in Santa Monica Bay. Measure V funding is proposed
to implement priority projects. In order to develop an implementation strategy, including
the priority projects scope, cost estimates, concept reports and expenditure scheduling
analysis is required. This report recommends negotiating a professional services
agreement with Black and Veatch to provide services to assist the City in developing an
implementation strategy for Measure V funded projects. Funds for this contract are
available from Measure V.
Background
Clean Beaches and Ocean Parcel Tax (Measure V) raises revenues for the purpose of
implementing priority projects identified by the .City's Watershed Management Plan
(WMP). The WMP provides a set of recommended projects and activities, prioritized by
specific public benefit criteria, which will allow the City to improve the quality of its urban
runoff, such that the waters of the Santa Monica Bay and its tributaries will meet the

fishable, swimmable goals of the nation's Clean Water Act. Goals established in the
2006 WMP include reducing urban runoff pollution, providing adequate flood protection,
and increasing water conservation and open space. Specifically, the WMP provides
recommendations for improvements and upgrades to the City's existing watersheds.
On September 25, 2007; City Couhcil conceptually approved priority storm water
projects to be funded by Measure V tax revenues.
On June 10, 2008, City Council authorized the City Manager to negotiate and execute a
professional services agreement with Psomas for .project management services
associated with the Pier Storm Drain Improvement project. The Pier Storm Drain
Improvement project is the highest priority Measure V funded project.
Discussion
In order to develop a strategy for implementation of priority projects funded by Measure
V, concept studies including development of the .scope of work, cost estimates,
schedules and cash expenditure analysis must be completed for the projects. Black
and Veatch, Inc. are recommended to provide the necessary services to develop
concept studies and an implementation strategy. Black and Veatch, Inc. has the
expertise and available resources to assist the City in developing the solutions required
to structure and. define an overall implementation strategy for Measure V funded
projects. They provide water resources planning and engineering services to public
sector clients. Watershed planning services include watershed assessments, modeling
and water quality monitoring, sanitary surveys, total maximum daily load studies, and
working with community. stakeholder groups. The firm's experience with water
resources engineering services include engineering studies, preliminary design of storm
water management systems, hydrologic, hydraulic, and water quality studies.

Consultant Selection
Staff contacted three firms that provide water resources planning and engineering
services. All three firms participated in the City's competitive procurement process for
previous projects, and the hourly rates for professional staff from Black and Veatch, Inc.
are similar to the hourly rates for comparable staff from the other firms. A Request for
Proposals (RFP) was not issued in order to expedite developing the information
required to structure an overall implementation strategy for the Measure V .program.
The RFP process was estimated to take approximately eight weeks longer than directly
contacting firms to provide hourly rates. Additionally, Black and Veatch, Inc. is currently
providing water resources planning and engineering services to the City of Los Angeles
for the Proposition "O" -Clean Water Bond program.
The work performed under the proposed agreement is projected to be complete before
the end of 2008. Staff will then use that information to develop a proposed financing
plan and will recommend which project costs should be debt financed and which should
be funded on apay-as-you-go basis. This financing plan will also identify any potential
gaps between available funding and projects so that staff can recommend additional
prioritization if needed. Staff expects to bring the recommended financing plan back to
Council as part of the mid-year budget action.
Financial Impacts and Budget Actions
Funds in the amount of $350,000 need to be appropriated from the Measure V Fund
balance into Account Number P069011.589000 (Concept Study and Financial
Analysis).
