Recommended Action
Staff recommends that the City Council
1. authorize the City Manager to award a professional services agreement with
Psomas, in an amount not to exceed $250,000, to provide project management
services for the Pier Storm Drain Improvement Project; and
2. authorize the budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The Final Draft Watershed Management Plan prepared in April 2006, identified priority
projects to improve water quality in Santa Monica Bay. Measure V funding is proposed
to implement priority projects. The Pier Storm Drain Improvement Project is the highest
priority Measure V funded project. This project is intended to upgrade the existing
storm drain infrastructure adjacent to the Santa Monica Pier to improve water quality.
Awarding a professional services agreement will enable to project to be expedited.
Funds for this service are available from Measure V.
Background
Clean Beaches and Ocean Parcel Tax (Measure V) raises revenues for the purpose of
implementing priority projects identified by the City's Watershed Management Plan
(WMP). The WMP provides a set of recommended projects and activities, prioritized by
specific public benefit criteria, which will allow the City to improve the quality of its urban
runoff, such that the waters of the Santa Monica Bay and its tributaries will meet the
fishable, swimmable goals of the nation's Clean Water Act. Goals established in the

2006 WMP include reducing urban runoff pollution, providing adequate flood protection,
and increasing water conservation and open space. Specifically, the WMP .provides
recommendations for improvements and upgrades to the City's existing watersheds.
On September 25, 2007, City Council conceptually approved priority storm water
projects to be funded by Measure V tax revenues, one of which is the Pier Storm Drain
Improvement project. The Pier Storm Drain basin is a small watershed (approximately
84 acres) located adjacent to Palisades. Park bounded by Wilshire Boulevard, 4~h Street,
Ocean Avenue and the Santa Monica Freeway. including the 3rd Street Promenade
area. This project consists of replacing the deficient storm drain pipe under the Pier and
implementing improvements in the beach parking lot to improve water quality from this
drainage basin.
Discussion
At the Budget Study Session on May 21, 2008, Council directed staff to begin
implementation of the proposed projects listed under the Measure V Fund expenditures.
As reviewed by Council orr May 27, the highest priority of funding for Measure V is the
repair and replacement of the Pier Storm Drairi. Contracting for a project manager to
oversee the design process will enable the City to expedite this project. Engineering
staff contacted numerous firms for quotes on qualified stormwater project management
services. The hourly rates for professional staff from Psomas are similar to the hourly
rates for comparable staff from the other firms.. Psomas has a qualified project
manager who can begin work on this project immediately. This project manager has
recent successful experience managing storm water capital improvement projects.
Psomas recently provided the City a review of the configuration of the existing Pier
storm drain system, an assessment of the causes of the ponding, and identification of
design alternatives to correct the drainage issue and eliminate the water that currently
collects under the Pier. Additionally, Psomas worked with City staff to assess the
physical and environmental operation of the Santa Monica Urban Runoff Reclamation

Facility (SMURRF) and its associated diversion pump system at the Pico Kenter storm
drain to identify any deficiencies or needed improvements. Many of the components of
the SMURRF system and the Pier storm drain system are interconnected. Additionally,
Psomas is currently providing project management and storm water design services to
the City of Los Angeles for projects funded by Proposition O.
With the award of this agreement, it is anticipated that the preliminary design phase for
the Pier Storm Drain Improvement project can be completed by year-end 2008.
Expediting the design process for the Pier Storm Drain will allow construction to begin
on the project in early 2009. The financing element of Measure V is anticipated to be
developed and brought back to Council Mid-Year.
Financial Impacts and BudgeYActions
Funds in the amount of $250,000 need to be appropriated from the Measure V Fund
balance into Account No 0069010.589000.
