Subject: Modification to the Agreement with PMC for Website Services
Recommended Action
Staff recommends that City Council authorize the City Manager to negotiate a
modification to the agreement with PMC for the redesign of the City's Intranet and
Human Resources website for a total amount not to exceed $40,000.
Executive Summary
The Succession Planning Subcommittee on Recruitment -has recommended that the
City enhance its recruitment pages on the Internet. The Human Resources Department
concurs with this recommendation and has identified several items that need to be
added to the department's existing on-line offerings in addition to a comprehensive set
of recruitment web pages. Additionally, the City's Intranet, Edesk, has fallen behind
current standards of flexibility, accessibility, and navigation. Growth over the last four
years has caused the Intranet to become increasingly difficult to navigate and maintain.
Departmental web authors are finding the navigation system and design limits their
ability to publish and manage new content. In order to strengthen internal controls,
improve website usability and create efficiencies, it is necessary for the City to upgrade
and redesign the. City's Intranet. Funds for this project are available in the Software
Systems Division budget at account 01245.579260.
Background
The City is actively engaged in a project to redesign the City website and has
contracted for the services of a consultant, PMC, to assist in this process. A modern
web content mahagement system (CMS) has been procured and the new web site will.
operate within that CMS. On November 27, 2007, the City Council authorized
expenditure of funds for this project in an amount not to exceed $125,330. The project is
underway and is expected to be completed by June 30, 2008.

Discussion
To improve usability and to improve online services to both staff and the public, the two
new websites need to be redesigned using the CMS. Additionally, the new Human
Resources redesign will follow the design standards currently being developed for the
City's website.
Contractor/Consultant Selection
In 2007, PMC was selected to assist the City with the redesign of the City's website and
the Police Department's website through a competitive process. PMC is familiar with the
City's technology and our website and they are currently performing web redesign work
for the City within our CMS. For this reason, and to take advantage of knowledge
gained during their current efforts, the Information Systems Department recommends
that their existing contract be modified to allow PMC to redesign the City's Intranet and
the Human Resources website, under the existing contract.
Financial Impacts & Budget Actions
Funds of $40,000 for FY2007-08 are available in the Software Systems Division budget
at account 01245.579260.
