Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Perkins+Will for interior and exterior furnishings selection and installation services for the Annenberg Community Beach House at Santa Monica State Beach in the amount of $88,500. Executive Summary Pursuant to a long-term operating agreement with the State, the City of Santa Monica is responsible for all site improvements, maintenance and operations on Santa Monica State Beach. Rehabilitation and adaptive reuse of the Annenberg Community Beach House at Santa Monica State Beach will be complete in Spring 2009. The selection and ordering of furnishings must commence immediately in order to assure delivery and installation prior to opening the facility to the public. In March, 2008, City staff issued a Request for Qualifications (RFQ) for the needed services that include both selection of exterior and interior furnishings and oversight of on-site installation. Perkins+Will was unanimously recommended by an inter-departmental review committee based upon their understanding of the furnishing needs of this unique public project and expertise in selecting and overseeing the installation of furnishings for public facilities and for historically significant buildings. Funds in the amount of $88,500 for the professional services agreement are available .from the project budget and represent approximately 14% of the furnishings budget. Discussion Construction of the Annenberg Community Beach House at Santa Monica State Beach will be complete in Spring 2009. Prior to completion of the project, selection of interior and exterior furnishings for the entry pavilion, event and pool buildings, the historic 1 guest house, outdoor picnic areas, viewing deck and pool must occur. Staff worked closely with the design-build team early on and determined that it would more cost- effective to separate the furnishings selection and installation process from the design- build contract and contract directly for specialty interior design services at such time as construction was well underway and the plans for site operations were further defined. Consultant Selection In March 2008, a Request for Qualifications for interior design services was issued to thirty-two firms. Six firms submitted qualifications for this project which were carefully reviewed by a selection committee consisting of staff from Community and Cultural Services and Environmental and Public Works Management Departments and a representative from Fred Fisher and Partners, project architects. Based upon this review, Perkins+Will was interviewed in May 2008 and the selection committee unanimously recommends that they be awarded the project. Perkins+Will has experience in providing furnishing selection for civic and institutional projects, including projects for the United States Green Building Council, the State of California, the University of California, the County of Los Angeles, and for various cities including Santa Monica. The key personnel identified for this project provided furnishing selections for the Public Safety Building and the Santa Monica Public Library and have successfully collaborated with two of the firms on the project's design team. They also have extensive experience working within both new and historic settings including providing furnishings for the Chancellors' residences on multiple UC campuses within California, including but not limited to UCLA and UC Berkeley.. The scope of work will include furniture selection, the preparation of contract documents and installation oversight since the City project manager will not be onsite at the time of furnishing delivery and installation due to other workload demands. 2 Financial Impacts & Budget Actions The total cost of providing the furniture selection services is not to .exceed $88,500. Funds in the amount of $88,500 are available in account 0010520.589000, "415 PCH".
