Recommended Action
Staff recommends that City Council:
1. Create Zone X, which would restrict residential blocks to "Two-hour parking gam to
6pm Daily, and No parking 6pm overnight until gam Daily, except by permit".
Specifically, it would include regulations adjacent to residential properties on the
following 10 blocks:
• Stanford Street between Wilshire and Santa Monica Boulevards,
• Berkeley Street between Wilshire and Santa Monica Boulevards,
• Franklin Street between Wilshire and Santa Monica Boulevards, and
• Arizona Avenue between Yale Street and Centinela Avenue.
2. Approve the attached Resolution creating Preferential Parking Zone X and
amending Resolution 9344 CCS (Resolution of the City Council of the City of Santa
Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A.
Executive Summary
The residential neighborhood near the Santa Monica eastern city limits, between
Wilshire and Santa Monica Boulevards, is the last remaining neighborhood in this area
that does not have preferential parking regulations. Over the past 22 years, the
residents to the north, west, and south have been granted preferential restrictions.
In February 2007, residents from this neighborhood began the petition process;
currently six blocks have petitioned. Residents state that commercial customers and
employees park during the day, and patrons from bars park at night, often creating
much noise (and leaving trash) at tam, and waking up residents. Metered parking is
available on the boulevards, and valet parking is available at major bars. Staff
recommends granting these residents relief in the form of preferential parking
restrictions, allowing two-hour parking during the daytime and restricting parking

overnight to residents. There would be an initial increase in revenue of approximately
$11,700 per year from permits sold, with incremental revenue possible as additional
blocks in the area petition. The revenue would offset the cost to the City of issuing
permits to the resident in the zone.
Background
This is aloes-density multi-family neighborhood located near the eastern boundary of
the City of Santa Monica between Wilshire and Santa Monica Boulevards. Commercial
businesses and some medical offices exist on the boulevards. There are also
restaurants and bars that operate late at night. Preferential parking already exists to
the north, west, and south of this neighborhood, and was approved by Council and
implemented over time between 1986 and 2001. Restrictions around this area vary,
but most of the restrctions south of Wilshire are all "daily". Some blocks have straight
"no parking" restrictions, while others allow two-hour parking during the. day, and
restrict parking at night to residents and their guests. North of Wilshire, restrictions are
usually more lenient.
Discussion
Residents of six blocks in what would be a new Zone X have submitted completed.
qualifying petitions for preferential parking:
• 1300 block of Franklin between Arizona and Santa Monica (February 2007)
• 3000 block of Arizona between Stanford and Berkeley (July 2007)
• 1300 block of Berkeley between Arizona and Santa Monica (December 2007)
• 1300 block of Stanford between Arizona and Santa Monica. (February 2008)
• 3100 block of Arizona between Berkeley and Franklin (March 2008)
• 2900 block. of Arizona between Yale and Stanford (April 2008)
Two more blocks in this area (1200 blocks of Stanford and Berkeley Streets) are
currently working on petitions, but have not yet submitted the 67 percent of units
required to qualify. The 1200 block of Franklin is the one block in this neighborhood
that has had restrictions (two-hour parking Sam-6pm Monday-Friday, except by permit)
since 1991. If stronger restrictions are approved for the rest of this area, residents on
this block will have the option to petition for these stricter regulations. Santa Monica

cannot create preferential parking on Centinela Avenue proper because this street
belongs to the City of Los Angeles.
Current Situation
The following graphic shows the current preferential parking restrictions in the
neighborhood, and shows which blocks have petitioned for preferential parking.

Parking occupancy counts were conducted in October 2007. The counts indicate that
on-street parking on the residential streets can be difficult- to find. Average
occupancies range from 71 to 90 percent. Peak occupancies range from 90 percent to
over 100 percent (more parked cars than there are parking spaces). In staffs
experience, it is at 85 percent occupancies that residents .have great difficulty and
frustration when seeking on-street parking on the block where they live. Occupancies

at meters on the boulevards are generally below 50 percent, which indicates that
commercial visitors are choosing to park for free within the residential neighborhood.

Public Outreach
Residents, businesses and others in the area were invited to a community meeting on
January 28, 2008. Approximately 60-70 people attended. Residents spoke about:
• the difficulties they have finding parking, especially on street-cleaning days,
• general poor behavior (noise and trash) of bar patrons,
• auto dealers storing cars on-the street, and
• employees parking in the neighborhood all day long.

Survey
Residents at the meeting were divided regarding the type of restrictions (no parking,
except by permit, or two-hour parking, except by permit) and the hours of restrictions
desired (daytime/evening/24 hours). There also was disagreement on how weekends
should be treated. Therefore, staff sent a subsequent survey to 615 residential units in
the neighborhood. See Attachment D for the survey. The following table summarizes
the survey results:

The survey clearly showed that residents prefer Monday through Saturday restrictions
which allow two-hour parking during the daytime without a permit, and require a permit
after 6pm overnight until gam the next morning. Respondents are more divided
regarding what type of restrictions they should have on Sundays. Residents on the
1200 block want no restrictions on Sundays, those on the 1300 blocks want "no parking
24 hours/day', while those on Arizona want the "two-hour daytime/no parking overnight"
restrictions. Since all the blocks want this "compromise" Monday-Saturday, staff is
recommending this type of restriction for the entire zone daily. Overall, there was an
impressive 28.5 percent return on the survey, clearly showing that residents care about
this issue. See Attachment E for full survey results.
Alternatives
The Council could choose not to create this. zone. They could also choose different
hours and types of restrictions than are recommended in this report.
Environmental Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 (c) which was recently amended to define Class 1 exempt projects in the
following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency's determination..." This exemption
lists as an example of "existing facilities:" "(c) Existing highways and streets, sidewalks,
gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones
involve only.the issuance of permits for the use of an existing public street and include
negligible or no expansion of this existing use.

Financial Impact & Budget Actions
It is estimated that area residents in the proposed zone will initially purchase
approximately 780 permits at $15.00 per permit. This will generate approximately
$11,700 in revenue in FY 08/09 and in subsequent years in account 01415.400290.
This revenue will. offset additional cost to the City to issue the permits. If subsequent
blocks in the pre-approved zone submit petitions, additional revenue will be generated
as well

• Auto dealers store cars on the street
• Busby's Bar causes parking problems, speeding, drinking and driving. The patrons get
out late (tam) and make a lot of noise. Also daytime issues, since it's a sports bar
• After 6pm, no parking except by permit wanted, 2-hour daytime allowance is fine
• Euro Taxi parks on the street
• Residents need to be able to park near their homes
Daytime parking may hurt the businesses that are improving this part of Santa Monica
• 1300 Franklin St. has small businesses near Santa Monica Blvd., so it's different as there
are larger buildings closer to Wilshire
• Smaller businesses need to have street parking for their employees
• Preferential parking only works near large institutions (like hospitals or colleges)
• Even if one has permit regulations, it is still difficult to park. Places that already have
regulations are still quite full.
• People at meeting against preferential parking: 4, (3 residents)
• Meters should be adjusted to match with the needs of the businesses

February 27, 2008 Survey Regarding Preferential Parking
in your Neighborhood
As you may know, qualifying petitions requesting preferential parking has been received from
residents of the 1300 blocks of Franklin, Berkeley and Stanford Streets, and from the 3000 block of
Arizona Avenue. Some signatures have also been received from the 1200 block of Berkeley, and the
2900 block of Arizona. Recently, the City of Santa. Monica held a meeting with neighbors to discuss
preferential parking in your neighborhood. Most neighbors felt strongly that preferential parking is
needed due to non-residential porkers. The Transportation Management Division would now like
further help in determining what types of regulations you feel would best meet your neighborhood's
needs. It may be that the blocks closer to Santa Monica Boulevard need stronger restrictions than
those closer to Wilshire Boulevatd. We would like to recommend to the Council regulations that are
useful without negatively affecting neighborhood quality of life.
Preferential parking can be implemented only on blocks that have submitted completed petitions and
on blocks which the City Council has approved to have preferential parking restrictions. [This is not a
petition, only a survey.] Only residents would be able to purchase permits, which cost $15 each/year.

Since me and my husband (Yair Babad and Dalia Hermes Babad) will be out of town and will
not be able to attend the meeting on May 27, I am sending this E mail to provide my input
for why the parking on our street should be restricted.
Our street on Arizona between Yale and Stanford is always full of parking cars because
there is no parking on the adjacent streets, therefore it creates more pressure on streets
that there is no restriction. in addition it is very difficult to get out of our garage on
2909 Arizona becausethe view is blocked by parking cars. Also, a lot of the residents in
the buildings cannot find parking on the street due to people that are parking which do
not live in the area.

I have just received the Preferental Pazking Meeting Notice scheduled for May 27~'
along with the proposed regulation: two-hour pazking between gam and 6pm daily, and
no parking between 6pm overnight until gam except by permit. I appreciate the suggested
solufion, but this falls far short of the requested highest parking restriction; no parking 24
hours a day 7 days a week: I strongly feel that we have a unique situation here on
Berkeley that is different from the other applicant streets:
Once again, here aze the reasons why the 1300 block of Berkeley requires full restriction:
- Berkeley is utilized for parking for the Busby's Sports Bar. During the DAY
especially on Saturday and Sunday one cannot find a place to park on Berkeley as
televised sporting events at Busby's aze extremely populaz. During a recent
Saturday Lakers game I had to park three blocks from my home.
- Low-income housing demand: as obviously suspected, the new low-income
housing project at the corner of Santa Monica Blvd. and Berkeley has generated
additional pressure on Berkeley pazking. The tenants and guests park on Berkeley
in lieu of utilizing their building pazking garage. An open spot on a street is far
more convenient than traveling three levels down into a gloomy parking gazage.
- Lack of enforcement: your team cleazly stated at the Virginia Pazk meeting that
two-hour pazking is difficult to enforce and razely is enforced. I would assume
that this is a result of limited manpower. This two-hour exception to permits puts
the residents in a "policing" position. Why would this two-hour exception be
considered?
If full restriction cannot be met as I have requested, than the City Council must consider a
modification for the 1300 block of Berkeley Street. My compromise suggestion is to
allow two-hour parking on weekdays only. Weekends (Saturday and Sunday) should be

understanding our specific situation.
I have appreciated your attention to this issue to date, but please do not approve or
propose the wrong solution for the condition on this block. That will result in future
frustration for all who live on Berkeley.

Dear City Council,
I am unable to attend the meeting on May 27th, but I am writing to express my strong support for preferential
parking restrictions to be enacted in the 3100 Block of Arizona and the 1300 Block of Franklin. (I live on the
corner, so am affected by both.) And the sooner the better!
Parking has always been tight here for residents (owing partially to the preferential parking restrictions on the
adjacent blocks, and the use of the streets for employee parking by the nearby businesses on both Wilshire and
Santa Monica Blvds.), but ever since Busby's opened on Santa Monica Blvd., our once-quiet neighborhood now
sees frequent, loud, often drunken, activity late at night. We've experienced bar patrons urinating under our
windows on the way back to their cars, shouting loudly in the middle of the bight -which wakes us up, and
leaving deposits of trash on the grass for us to clean up in the morning. If they were forced, by preferential parking
restrictions, to use Busby's parking lot, instead of our street for parking, I believe all these issues would be
remedied.

We are opposed to the current six (6) sections inthe notice unless the 3200 block of
Arizona between Franklin and Centinela is included AND the 1300 block of Centinela between _
Arizona and Santa Monica Boulevards.
This measure should, in all fairness,~run from 26th to Centinela (west side of street
still in Santa Monica City) and affect from Wilshire to Santa Monica as the north/south
perimeter.
As the proposed preferential parkingmeasure stands, half full, it solves for some while
making it worse for others. What is the point in that?

Dear Transportation Management Division,
I am a resident of Santa Monica and have been a member of the Clayhouse Studio for the past 20 years.
The Clayhouse has been serving the community at Santa Monica and Yale for over 30 years. There are very
few pottery studios in Los Angeles in existence and I feel very fortunate to be one of the dozens of members
who belong to the Clayhouse. This is also one of the last places in Santa Monica where a student can take a
pottery class and where potters can work in a group.
Recently we discovered the parking restrictions on Yale between Santa Monica and Arizona. This is a major
inconvenience for the many members of the Clayhouse who work at the studio: Since the preferential parking
was implemented on Yale there is a severe shortage of parking spots for the Clayhouse members and others
who are patrons of the surrounding businesses. There are currently 10 metered spots in fronton Santa Monica
Blvd. between Yale and Stanford and six business establishments whose patrons need parking-must share
these 10 parking spots. The interesting thing about the new restrictions on Yale. is that there are SEVERAL
available parking spots all day because the residents are not using them. The residents are not parking in all of
the available spots on the street during the day so they sit empty while patrons circle looking for legal parking
spots.
Now we hear that the city is proposing to restrict even further on all surrounding streets including Franklin,
Arizona, Stanford and Berkeley. We will literally have NO PLACE to park if this happens. People who want to
ga to the Clayhouse or any other business on Santa Monica between Yale and Stanford will not have access
because of the lack of parking and everyone will suffer.
Building Condo after condo with inadequate parking will be the demise of a wonderful place like the
Clayhouse and the arts and artists will suffer: I ask that further restrictions are not implemented in fairness to all
who need to park here.

Transportation Management Division,
I am a resident of Santa Monica and have been a member of The Clayhouse
Studio (located at 2909 Santa Monica BI.) for several years. The Clayhouse has
been serving the community at Santa Monica and Yale for over 30 years. There are
very few pottery studios in the Los Angeles. or Santa Monica area and I feel very
fortunate to be one of the dozens of members-who belong to The Clayhouse. This
is also one of the last places in Santa Monica where a student can take a pottery
class and where potters can work in a group.
Recently the transportation division changed the parking restrictions on Stanford
as well as Yale between Santa Monica and Wilshire BI.. This is a major
inconvenience for the most of members and employees of the Clayhouse. This
means that if an employee parks their car in a two hour space they will need to
come out and move their car and look for another space every two hours.. That is if
their lucky enough to find one. Since the preferential parking was implemented on
Yale there is a severe shortage of parking spots for The Clayhouse customers,
employees or members. There are other businesses in the surrounding area that
also have no parking for their customers. There are currently 10 metered spots in
front on Santa Monica Blvd. between Yale and Stanford and six business
establishments whose patrons need parking must share these 10 parking spots.
The interesting thing about the new restrictions on Yale is that there are SEVERAL
available parking spots all day until 7:30pm because the residents are not
using them. The residents are not parking in all of the available spots on the street
during the day so they sit empty while patrons circle looking for legal parking spots.
At today's price of gas this gets expensive and customers go elsewhere.
Now we hear that the city is proposing to restrict even further on all surrounding
streets including Franklin, Arizona, Stanford and Berkeley. We will literally have NO
PLACE to park if this happens. People who want to go to The Clayhouse or
any other business on Santa Monica BI. between Yale and Stanford will not have
access. because of the lack of parking and everyone will suffer.
Changing parking to permit only will be the demise of a wonderful place like the
Clayhouse and the arts and artists will suffer. I ask that further restrictions are not
implemented ih fairness to all who need to park here. Permit parking is fine if it is
after 5pm.

It has become increasingly more difficult to find on-street parking outside our home for our guests
and for ourselves (for that quick stop by-the house during the day,) due to the many business near our
home and the increase of patrons parking on our street when frequenting the Bar's: Busby's and now,
South. The increase of this traffic has led to a noticeable addition of noise and garbage. Some week
nights and every weekend we have to co-exist with the noise generated by these people after tam and
the odd beer bottle and fast food trash that is found and picked up by us the morning after. It is
necessary to help us control our streets!

I am contacting you in regards to the draconian and punitive parking restriction placed on the
local businesses on Santa Monica Blvd between Yale and Stanford. I have been a member of
The Clay House located. at 2909 Santa Monica Blvd for 15 years. Most of the members of this
ceramic studio work for no more than 3 hours a day. We, the members have in up until now
paid very close attention to the parking requests of the neighborhood. We do not park in the
alley for convenience as the locals do.
-have just finishing exhibiting a massive ceramic sculpture show built entirely at the Clay
House in the last 6 years. The Clay House is a very important venue for the arts. It has been in
this location since 1973. The building was built in the 1920's. Without parking possibilities all
the local business will be affected. There are no parking. lots. The Clay House will have to
close if there are no reasonable concessions made.
I live on a street where we have preferential parking Tennessee AV between Bundy and
Barrington. Granted the area is in the City of Los Angeles however between Sam and 6pm
there is 2 hour parking
for people who are dealing with the businesses on Pico. From 6pm on the area clears out and
we
locals are free to park in front of our dwelling places. A solution of that
nature seems reasonable
and possible for this new Santa Monica City ordinance.

I am writing about the current proposed preferential parking regulations for the area roughly between
Santa Monica and Wilshire boulevards and Franklin Street and Cenfinela Avenue. I am a Santa Monica
resident as well as a member of the Santa Monica Clayhouse, (2909 Santa Monica Boulevard), and I am
deeply concerned about the negative impact which the proposed restrictions would undoubtedly have
upon the Clayhouse, the neighboring businesses in the area, and the community as a whole.
As a long and storied institution in Santa Monica, the Clayhouse has provided studio memberships,
ceramics classes, gallery space, and retail opportunities to the. general public for at least two decades. In
terms of studio memberships, it brings together a motley crew of industry folks, high school kids,
"retired" executives, college professors, semi-professional artists, etc. into one welcoming, accessible
space where they can work on any manner of projects -sculpture, whimsical teapots, a set of dishes,
wall sconces, miniature animals -the imaginative possibilities aze endless. Hundreds of people who have
"always wanted to try" ceramics have gotten their first taste of pottery at the Clayhouse at one of the
introductory classes, which usually run for three or four hours once a week for six weeks. Students aze
encouraged to come in to the studio in between classes to practice (how else to master centering and
trimming but by practicing?!)and the accessibility of the facility makes that possible. Often they get
hooked and become studio members once the class has ended. The gallery and retail space on Santa
Monica provides members a venue for showing and selling their work as well as offering the general
public one-of-a-kind; affordable pieces. Recently a faculty member at UCLA came in to the store on a
whim, found ahand-built, marbled decorative egg on display in the window which he bought as a gift
for someone in his family. He was so captivated, however, that he came back the next day for three
dozen more to give as Easter gifts at his church. And for years the Clayhouse has been a mainstay for
holiday shoppers who have come to depend upon our annual sale in early December for their holiday
gift giving.
I am concerned that the currently proposed pazking restrictions would drastically reduce the services
which the Clayhouse provides to the. public in all of these azeas. Both students and members at the
Clayhouse need unlimited stretches of time to do their work: Pottery classes involve a long, messy.
process of setup, working, and cleanup -surely. many of you have seen Ghost ! - and a two hour
pazking limit in the neighborhood would make this very difficult. Similarly for members, creative work
is best accomplished when one can get settled and get lost in a project precisely without having to worry
about the clock. Indeed most potters choose to work in clay because it provides an escape from the
tightly regimented world which we all inhabit in other parts of our lives. Forcing members to set a timer
at two hour intervals to run out and move their vehicles therefore would. drastically alter the freedom and
accessibility which makesthe studio such a great place to work, If class participafion and membership
decline, so therefore would our patronage of the local businesses in the area. Clayhouse members aze
regulazs at Coogie's cafe, the Chinese and Japanese restaurants, and the doughnut shop across the street
at Yale and Santa Monica. Many of us have organized our lives around the other businesses which are
nearby, stopping to pick up a bottle of wine, get a haircut, or have a picture framed because we know
we'll be in the neighborhood working at the Clayhouse.
We have already begun to see the impact of the draconian restrictions imposed on the block of Yale
between Santa Monica and Arizona (with no parking whatsoever allowed except by permit). Most of the

street remains frustratingly empty all day, while residents are presumably off at work. Surely this has
had a negative impact upon all of the businesses which line Santa Monica Boulevard. While I am
sympathetic to the needs and concerns of residents in the neighborhood (since I too live in a restricted
parking area elsewhere in Santa Monica) it seems to me that the two block area between Santa Monica
Boulevard and Wilshire must be treated as what it is: a combination of commercial and residential
property. Is it not the responsibility of property owners to provide tenants with sufficient parking on the
premises of their buildings? The desire of residents for additional, overflow street parking, then, should
be balanced against the needs of the community members who patronize the richly varied commercial
interests in the area. Lhave great faith in the long track record of the Santa Monica city government in
valuing and protecting the interests of its vibrant, often quirky, thriving communities like the one
nurtured at the Clayhouse. Please continue that tradition.

I wanted to thank you for your help in getting our neighborhood on the schedule for the city to
consider a change to Permit Parking. As you know from the studies, the street parking in our
area is high use, particularly as we are sandwiched in between Wilshire and Santa Monica
Boulevards.
For those of us who live on these blocks and park on the street, it has become imperative that we
move to a Permit Parking situation. The parking is becoming more and more congested, and
recent changes in the neighborhood (Yale Street's new Permit only limitations; the popularity of
the bar /restaurant on Wilshire and Stanford since their new ownership went into effect) have
made it difficult to find parking near our local residences.
Please argue our case in front of the Santa Monica City Council to move to Permit Parking; as a
resident I simply have to have parking available.

Recently the council voted to have parking restrictions on Yale Street. As a business owner on the 2900 block of
Santa Monica Blvd. I was not made aware of this and was told by one of the members of the Clayhouse as she
was waiting for a space to become available at 10 am. The person got out of his car and came over to her window
and told her next week you will not ever be able to park here again. Upset she came into the Clayhouse and told
us what had happened. I was never made aware of this. I have always tried to stay aware of the things that
would directly effect the business I am trying to keep going, so that the artists that are members of the cayhouse
have a place that is safe and allows them to be creative. The Clayhouse has. been at this location since 1971 and
serving the community as a place where artists can create and display thier work and have shows for thier work.
We also teach classes and have private lessons available. We are the last studio of this kind on the west side and
to lose more business and members due to the parking is just stupid. What revenue do you gain if we go out of
business because the apartments. and condos that are now in the neighborhood warit more parking.. It seems you
just create an over developed sense of entitlement in these situations. 1 am very aware of parking problems as I
live in Manhattan Beach and parking does not come with my apartment, 'I constantly have to juggle with the
parking and tourists. I will be at the meeting and I have plenty that I could tell you about all hat goes on in the
neighborhood as regards to parking. Will you hear me? Do you care? What can be done? I hope this can be
resolved.

As a resident of 1229 Stanford St., I am fully supportive of the proposed preferential parking on my
block. Beyond the general lack of street parking for homeowners and our guests, we now have the
added inconvenience of becoming a night club parking lot. Daily, from early evening until tam; patrons
of the alarmingly noisy new bar/restaurant South (on Wilshire & Stanford) come and go from parking
spots along our street. They not only disturb the peace, they often litter the street with their empty beer
bottles and other trash.

I am writing in support of the proposed permit parking restrictions on the
1300 block of Franklin Street. This is a residential street and we hope that
the proposed restrictions will restore the rightful character of our block.
As residents of Franklin Street, we have often witnessed non-residents
drive onto our street, park one vehicle, then go across the street and move
another vehicle, and then drive away from the street. In other words, they
use our street as their own personal driveway to stash their cars.
Also, we are located near some popular bars, and often have loud,
drunken bar patrons making noise late at night as they park on our street.
On Saturday and Sunday mornings, our yard is full of trash and beer
bottles. On at least one occasion, some bar patrons started a violent
fistfight and the police had to be called. These problems annoy and
frighten Franklin Street residents.
Finally, the number of businesses near Franklin Street lead to a multitude
of customers parking on our street, thus denying residents and their
guests a place to park.
We are hopeful that the proposed permit parking restrictions will alleviate
the above problems and make Franklin Street a safer and quieter
residential neighborhood.

Dear Council,
Although I am unable to attend the hearing, I would like to thank the Transportation Management
Division for all their hard work and effort and City Council for taking up this matter of preferential
parking for the Stanford, Berkeley and Franklin streets between Wilshire and Santa Monica.
Having attended the initial meeting and reviewed the staff report, I urge the City Council to adopt the
Transportation Management Division's recommendations regazding the preferential pazking as
submitted. If the Council, however, considers making changes to the recommendation, Iwould urge the
Council to favor the residents.
Is it perfect? No, but then this is not a perfect world. As a resident, I believe the TMD's
recommendation represents, at this time, a good compromise between the needs of the residents and the
businesses in this area. Business customers are given adequate time to conduct business during business
hours, and I am hopeful that the residential integrity of the neighborhood will be restored for the
evenings.
