SR-080527-1E~~+ ~;tyof City Council Report Santa Monica City Council Meeting: May 27, 2008 Agenda Item: I To: Mayor and City Council From: Stephanie Negriff, Director of Transit Services Subject: Recommendation to Approve a Resolution Authorizing Actions Related to Applications and Acceptance of Transit Security Grants and Approve the Associated Revenue and Appropriation Changes Recommended Action Staff recommends that the City Council take the following actions: 1. Adopt the attached resolution to authorize the City Manager to take all actions necessary to file grant applications and related certifications and assurances; 2. Authorize the City Manager to execute associated grant agreements or memorandum of understandings related to transit security grant funds from federal; state., regional, and local agencies; and 3. Approve budget changes as set forth in the Financial Impacts and Budget Actions section. Executive Summary City Council action is requested to adopt a resolution in support of actions necessary for the application and acceptance of federal, state, regional and local funds for transit security projects. Funds are available through the Federal Department of Homeland Security (DHS), State Proposition 1B which is managed by the Governor's Office of Homeland Security (OHS), and security funds from .the Los Angeles County Metropolitan Transportation Authority (Metro). Adoption of the attached resolution is required to support allocations and grants to be awarded in Fiscal Year 2007-2008. These grants will allow BBB to conduct security training of its frontline employees and implement security improvements to the BBB Campus. Discussion Funding Programs and Projects The resolution supports the following federal, state and regional transit security funding programs and identifies the projects to be funded with these allocations: 1. Federal Funding Programs: Application and acceptance of FY 2007- 2008 Transit Security Grant Program funds from the federal Department of Homeland Security. These funds are allocated on a discretionary basis through the Los Angeles County Regional Transit Security Working Group (TSWG), of which BBB is a member. Both the state and federal departments, DHS and OHS participate in the TSWG; and both agencies have accepted the TSWG's recommended program of projects. The TSWG has recommended funding of approximately $260,000 to support training of frontline employees. Training is a top priority for the DHS. BBB is also participating in a joint project with three other transit agencies for a federal grant in the amount of $1.0 million to support the update of each agency's Transit Security Pian and Threat and Vulnerability Assessment. This project is being submitted by Foothill Transit on behalf of the group. 2. State Funding Programs: Application and acceptance of an allocation for Fiscal Year 2007-2008 funds in the amount of $267,091, as made available through the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006, also referred to as Proposition 1B bond funds. Proposition 1B funds are allocated to transit operators by the state on an annual basis through the California Transit Assistance Fund (CTAF) for transit security purposes (capital); this program is managed by the State. Governor's Office of Homeland Security. Santa Monica's Big Blue Bus (BBB) is specifically named to receive these funds. 3. Regional Funding Programs: Application and acceptance of an allocation of Fiscal Year 2007-2008 funds in an estimated amount of $209,282, as approved by Metro at its April 24th Board Meeting. The State and Regional funds described above will be used to support the Transit Facility Security Improvement Project; this project includes two components: 1) 2 installation of and enhancement to the Campus Security Camera System and 2) installation of new Proximity Access Controls. Both improvements will be consistent with the systems .being installed at the BBB maintenance facility. These two improvements will enhance the Administration Building, the Wash & Fuel Facilities, and otherareas on the BBB campus. Previous Council Action On March 25, 2008 City Council adopted a resolution granting the City Manager authorization to submit applications for and execute funding agreements with federal, state, regional and local agencies, including agencies such as the Department of Homeland Security and Metres Financial Impacts & Budget Actions Allocation of Proposition 16 in the amount of $267,091 and an MTA allocation in the amount of $209,282 will be used for the Transit Facility Security Improvement Project(s) as defined above. Revenue from these two allocations of $476,373 shall increase account 41.642.407506 Capital Grants-Miscellaneous Projects and appropriate the same amount as required to account 0414015.589000 Safety and Security project. The Homeland Security grant will be used for staff training. Revenue of $260,000 shall increase account 20642.406680 and appropriate the same amount required to account 20655.555210 Training.
