September '14, 1982 TO: The Mayor and City Council FROM: City Planning Staff !~.-- SEP d 4 1942 Santa Monica, California SUBJECT: Appeal, Denial of Interim Development Permit, DR 092, Demolition and New Construction, Savings and Loan Office, 1505 Montana Avenue, C2, Glendale Federal Savings Introduction This is an appeal from the Planning Commission's denial of an Interim Development Permit for demolition of a small savings and loan building to be replaced by a larger 4,960 square foot building and to supply the remainder of the required parking on a vacant lot to the east. Appeal is by Glendale Federal Savings. Background The application was for demolition and new construction of a one-story 4,960 square foot savings and loan office located at 1505 Montana Avenue. Following a Public Hearing the Planning Commission voted 2-2 (with three commissioners absent) to approve the application as presented. The two commissioners registering the negative votes stated that although they were in favor of the project itself, they would not support the implementations of the development fees as set forth in Resolution 6385 (CCS) and as recommended by staff. Alternatives The City Council may affirm; reverse or modify any decision of the 1oZ-/4 SEP 1 4 1982 Mayor and City Council - 2 - September 14, 1982 Planning Commission in regard to an Interim Development Permit and the decision of the Council is final, Recommendation It is respectfully recommended that the appeal be granted, and the application approved in accordance with-the Interim Guidelines with all of the original conditions recommended by staff.
