SUBJECT:. Submission of Application for Coastal Planning
Financial Assistance Grant
Introduction
Preliminary application for a $3,325 grant was submitted to the
Governor's Office of Planning and Research (OPR) to cover the
City's projected cost of preparing the work program for the local
Coastal Plan required by California Coastal Act of 1976. The
final application requires City Council approval.
Background
The development or an overall scope of Fiork shall be, according
to the Coastal Commission, the first task of the local coastal
programs. Financial assistance for developing work programs is
available in tvao general forms:
(1) One hundred percent grants from the Federal government
administered by OPR, anal
(2) Reimbursement or expenses-for elibible costs under SB 90.
It is to the advantage of the City to use the Federal grant funds
because there will be assurance of being funded for the o,ork
identified,in advance, as necessary to prepare a local coastal
program.
In contrast, to be eligible for other State reimbursement, the City
will have to carry the cost for several months- and then have its

claim reviewed reviewed by the Coastal Commission and approved by
the State Controller. Moreover, if the amount of cla5_ms submitted
exceeds the amount budgeted, the Controller will be required to
prorate the payments downward.
Once the work program is developed, further funding assistance
will be made available on the basis of that work program.
Recommendation
City staff recommends that the City Council:
1. Approve the adoption of a resolution authorizing preparation
of a final application for $3,825 in Coastal Planning Financial
Assistance Grant.
2. Authorize the City Manager to execute all documents related
thereto.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA AUTHORIZING APPLICATION FOR A GRANT
FROM THE CALIFORNIA COASTAL COMb1ISSION TO DEVELOP
A WORK PROGRAM FOR THE LOCAL COASTAL PROGRAM.
WHEREAS, the City of Santa Monica recognizing the need
to develop a viable work: program for its local coastal pro-
gram as outlined in the attached application .for Coastal
Zone Management Grant, desires to establish the proper frame-
work for such a program, thereby, contributing to improved
coastal planning, decision making and management capability
related to community development and growth; and
WHEREAS, the City of Santa Monica has developed an ap-
plication package to initiate the development of this work
program, and therefore, to establish the proper frametiaork;
and the California State Office of Planning and Research,
under authority of the Government Code of the State of
California (Section 34200), may provide planning assistance
for such a program and receive financial assistance from
the California Coastal Commission, as authorized by inter-
agency agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City hereby requests the Office of
Planning and Research to provide planning assistance under
authority of the Government Code of the State of California,
with such financial assistance as may be provided by the
California Coastal Commission, not to exceed the amount of
X3825. Such planning assistance is more particularly de-
scribed in a project description that is attached hereto and
made a part of this resolution as if fully set forth herein.
SECTION 2. That the City Manager of the City of Santa
Monica be, and he is hereby authorized and empowered to exe-
cute in the name of the City of Santa Monica, all necessary
applications, contracts, and agreements and amendments hereto
to implement and carry our the purposes specified in this
resolution.

STATEMENT OF ASSURANCES
The Applicant hereby assures and certifies that he wilt comply with the regulations,
policies, guidelines, and requirements including OMB Circulars Nos. 74-4. A-95, and
74-7, as they relate to the application, acceptance and use of federal funds for this
federally assisted project. Also, the Applicant assures and certifies with respect
to the grant that:
It possesses legal authority to apply for the grant; that a resolution, motion or
similar action has been duly adopted or passed as an official act of the applicant's
governing body, authorizing the filing of the application, including all understand-
ings and assurances contained therein, and directing and authorizing the person iden-
tified as the official representative of the applicant to act in connection with the
application and to provide such additional information as may be required.
2. It will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352) and in
accordance with Title VI of that Act, no person in the United States shall, on the
ground of race, color, or national origin, be excluded from participation in, be
denied the benefits of, or be otherwise subjected to discrimination under any pro-
gram or activity for which the applicant receives federal financial assistance and
will immediately take any measures necessary to effectuate this agreement.
3. It will comply with Title VI of the Civil Rights Act of 1964 (42 USC 2000d) prohib-
iting employment discrimination where, (1) the primary purpose of a grant is to
provide employment or, (2) discriminatory employment practices will result in un-
equal treatment of persons who are or should be benefiting from the grant-aided
activity.
4. It will comply with requirements of the provisions of the Uniform Relocation Assist-
' ante and Real Property Acquisitions Act of 1970 (P.L. 91-646) which provides for
fair and equitable treatment of persons displaced as a result of federal and feder-
ally assisted programs.
5• It will comply with the provision of the Hatch Act which limits the political acti-
vity of employees.
6. It will comply with the minimum wage and maximum hours provisions of the Federal
Fair Labor Standards Act, as they apply to hospital and educational institution em-
ployees of State and local governments.
7. It will establish safeguards to prohibit employees from using their positions for a
purpose that is or gives the appearance of being motivated by a desire for private
gain for themselves or others, particularly those with whom they have family, busi-
ness, or other ties.
8. It will give the grantor agency or the Comptroller General, through any authorized
representative, the access to and the right to examine alt records, books, papers,
or documents related to the grant.
9. It will comply with all requirements imposed by the federal grantor agency concern-
ing special requirements of law, program requirements, and other administrative re-
quirements approved in accordance with Office of Management and Budget Circular No.
74-7.
