SR-780214-6Cc FE 8 1 4 9978 Santa Monica, California, February 2, 1978 TO: Mayor and City Council ,, FROM: Planning Staff SUBJECT: Resolution for Local Coastal Program ,, . , J Introduction On December 13, 1977 the City Council passed a resolution with regard to the City's Local Coastal Program and the Coastal Commis- sion has since requested a change in the substance of this re- solution. Background The amity planning staff submitted a work program for Phase II, the Land Use Plan, of the City's Local Coastal Program (LCP), to the City Council which was adopted December 13, 1977. The work program was prepared according to guidelines set forth in the LCP Manual which was adopted on July 22, 1977 by the Coastal Commission. This manual states that cities would use the work program as the basis for an application for a grant to fund the LCP. The manual Further states that the first grant period would run to June 30, 1978, whereas a city would receive funding up to this time and subsequently apply for another grant to fund remaining portions of the LCP. The planning staff, therefore, prepared the budget for the work program on this basis of funding through June 30, 1978. The resolution authorizing application for a grant was also based on this time period. FHB ,~ ~ Sg98 T0: Mayor and City Council - 2 - February 2, 1978 The Coastal Commission has since changed its policy with regard to funding periods and is no longer basing grant periods on the fiscal year. The Commission has now requested that a resolution be adopted by the City Council authorizing application for funding for the entire Land Use Plan of the LCP, which will be approxi- mately sixteen (16) months. A budget covering this period has been prepared and is attached to this report as well as included in the work program itself. A letter from the Office of Planning and Research (which manages the grants for the Coastal Commission) is also attached which formally requests the revised resolution. Recommendation It is recommended that the City Council adopt the attached resolu- tion authorizing application for funding of the Land Use Plan of the City's Local Coastal Program. Tn'HEREAS, the City of Santa Monica, recognizing the problems __.d issues identified in the attached application for Coastal Zone I~;anagement Grant, desires to provide for a planning study contri- holing to improved coastal planning, decision making, and manage- __ent capability related to community development and growth; and WHEREAS, the City of Santa Monica has developed an application package including as its primary element the Total Alork Program, Pease I of the City of Santa Monica's Local Coastal Program, to deal with these development problems and issues; and the California State Office of Planning and Research, under authority of the Go~.ernment-Code of the State of California (Section 34200}, may provide planning assistance for such a program and receive finan- cial assistance from the California Coastal Commission, as autho- sized by~interagency agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOSS RESOLVE AS FOLLOWS: SECTION 1. To request the Office of Planning and Research to provide planning assistance under authority of the Government Code of the State of California, with such financial assistance as may be provided by the California Coastal Commission, not to exceed the ar:ount of One Hundred Ten Thousand ($110,000} for a period of apgroxi- -ately sixteen (16) months. The grant period will run 34 pay periods or approximately 16 months from this date. As an example: if the grant were approved to begin on February 3, 1478 it would be completed on May 25, 1979, these dates were used to make the .above calculations in determining the number of pay periods and appropriated salary steps. The last two months of the 16 month land use plan .will overlap the first 2 months of the next phase of the LCP, the Zoning Ordinance. Therefore half of these expenses, or one month, will be charged to this grant period and half to the next phase. ° It is estimated that these positions will be filled approximately four pay periods after the beginning date of the grant approval. ® The Project Secretary will be responsible for maintaining and dis_ pensing transcripts of all public and .agency comments made during the progress of the LCP.
