SUBJECT: Amendment to Resource Management & Development Plan
INTRODUCTION:
The LCP Committee is requesting that the Resource Management and Development
Plan be amended ao reflect the decisions recently made by this Committee on
the Sand and Sea Club property.
BACKGROUPJD:
On July 24, 1979 the City Council adopted the Resource Management & Development
Plan for the Santa t4onica State Beach as a requirement of an operating agreement
between the City and the State Department of Parks & Recreation. This plan, which
is referred to as the Beach Plan, had undergone extensive review and public meet-
ings by the LCP Committee and a public hearing was held by the Planning Commission
before it was submitted to the City Council. During this review it was acknow-
ledged by the LCP Committee that certain portions of the Beach Plan may be subject
to change after further analysis of the more comprehensive LCP had been completed.
At its meeting on November 21, 1979 the LCP Committee discussed alternative uses
of the Sand & Sea Club which is located on the northern end of the Santa P1onica
State Beach. The discussion indicated there was a consensus, among the committee
members, to oppose any increase in parking in this area and that the current faci-
lities provide certain recreational opportunities that are limited elsewhere on
the beach. The discussion also expressed concern that it would be precipitous
to remove any structures before a comprehensive local coastal plan (LCP) is
developed. The LCP may ultimately make a determination that such structures
should be maintained and their replacement could be difficult.
Although the Beach Plan does not make specific reference to future action on the
Sand & Sea Club property, it does contain policy and action statements which re-
late to its use. These statements include:
-- A variety of recreational activity should be maintained, enhanced,
and adjusted to best serve and be responsive to changing social and economic
values of its*diverse present and potential users. (policy #4, page 16)
-- Recreation programs and facilities should promote and respond to
a utilization of this*recreational resource on a twelve month basis. (policy #5,
page 16)

-- It is recommended that recreational facilities and services be orien-
ted to both summertime and wintertime use of the beach. Furthermore, it is recom-
mended that the facilities to be considered be appropriate to the varied user pop-
ulation of the Santa Monica State Beach, reflective of their age groups, lifestyles,
and socio-economic characteristics. (planning action #4, pages 19-20)
The Beach Plan is scheduled for a public hearing on January 11, 1980 before the
State Parks & Recreation Commission. The LCP Committee wishes to convey its posi-
tion on the Sand & Sea Club property prior to the public hearing. At its meeting
on November 21, 1979 the LCP Committee passed a motion stating their desire to pre-
serve the structures of the Sand & Sea Glub property. This motion was restated at
the Committee's most recent meeting on December 19, 1979, as follows:
RECOMMENDATION:
The LCP Committee urges the City Council to direct Mr. Arnett, when the Resource
Management and Developmznt Plan is presented to the State Parks & Recreation Com-
mission, to indicate that'the City Council wishes to amend this plan to reflect
the following statement: "The LCP (Local Coastal Program) Committee values the
structures of the Sand & Sea Club and wishes to keep them as opposed to a sugges-
tion which would demolish all structures, except the public concession stand and
public restroom, and construct a landscaped parking lot."
