SR-810113-5C~~ ~~~ 9 19~ TO i Mayor and City Council FROM: City Staff SUBJECT: Review and Adoption of the Land Use Plan of Santa Monica',, Coastal Program ~~ SAN 1 3 1g 89 Introduction The Land Use Plan of Santa Monica's Coastal Program has been pre- pared by the Local Coastal Program Technical Advisory Committee (LCP Committee). The Plan has been submitted to the Planning Com- mission which adopted the plan with two amendments and forwarded it to the City Council. It is being presented to the City Council for their review, modification as necessary, and adoption by Resolu- tion as a special element of the City's General Plan. It will be forwarded to the Coastal Commission to meet the City requirements under the California Coastal Act of 1976. Background In January 1977 the California Coastal Act became a state law, establishing the Coastal Commission with a mandate to protect and enhance the resources of the state's coastline. The primary vehicle for meeting these goals is the local coastal program or LCP. Each local jurisdiction along the coast was given the responsibility for preparing an LCP accordina to guidelines of the Coastal Com- mission, while addressing local concerns and needs. C~ The LCP is divided into three basic phases: ~y ~ ~ ~~'~:( 1) the work program, which identifies the local and state- wide issues and outlines steps to perform the next phase, Santa Monica, California, December 3, 1980 ~~ 7~9 Mayor and City Council -2- December 3, 1.980 2) the land use. plan, which is a basic policy document to give guidance to decision makers on matters pertain- ing to the city's coastal zone, and establish the basis for, 3) the implerientation phase, which is intended to embody ordinances, programs and specific measures to carry out the general provisions described in the land use plan. The document that accompanies this staff report is the Land Use Plan. In December 1977 the City Council approved the LCP work program which called for the creation of a technical advisory committee to help prepare the remainder of the LCP. The Coastal Commission approved the contract for the second phase of the program in December 1978 and the LCP Committee began meeting in January 1979. Over the past 23 months the Committee has held 38 public workshops to discuss the various issues of the Coastal Zone. In November 1980 the Committee adopted the draft Land Use Plan and submitted it to the Planning Commission. The plan is composed of six sections: 1) The introduction with population analysis 2) Coastal Access 3) Recreation and Visitor Serving Facilities 4) I39using 5) Environmental Quality 6) Visual Resources Each section has a text, followed by a set of policies, followed by land use maps. The policies are the primary aspect of the Mayor and City Council -3- December 3, 1980 plan in terms of providing guidance. On November 17 and December 12, the Planning Commission held two public hearings on the plan and made two amendments. The first amendment added to the text of the Access Component a preference for retaining the wooden staircases which go from Fourth Street to the Santa Monica Canyon. The second amendment replaced a policy in the Housing Component, which called for inclusionary housing. The new policy (#12) states that specific housing programs, to meet the goal of affordable housing, should be developed in the City's Hous- ing Element and subsequently incorporated in the SMCP. The Planning Commission adopted the amended plan and forwarded it to the City Council for review. Alternatives Under the approved work program the City Council may hold as many as two public hearings on the Land Use Plan. Should the Council believe a second hearing would be beneficial, it could be scheduled for the January 12, 1981 meeting. If it is felt that significant bene- fit would not be gained by a further hearing, it need not beheld. Recommendation. It is respectfully recommended that upon completion of the hearing process the Council adopt the Land Use Plan by Resolution with what- ever modifications believed desirable and direct the staff to forward it to the Coastal Commission for certification.
