Introduction This report recommends approval of a Resolution authorizing submission of a grant application for State Planning funds to cover Phase III of Local Coastal Plan program. Background With the recent submission of the Land Use Plan the City completed the second phase of the Local Coastal Plan program and is ready to commence Phase III consisting of the preparation of programs and ordinances to implement the plan. The attached resolution authorizes submission of a grant application to the State Department of Planning and Research for funds to cover this work. These funds are to reimburse local coum:unities.forexpense ineurred in developing their Local Coastal Plan s Recommendation It is respectfully recommended that the Resolution be approved and the staff directed to submit the application. Prepared by: 'James Lunsford JL:nh APR Z 8'g~' i)~ ~ ~ RESOLUTION NO. {CCS) (CITY COUNCIL SERIES) APR 2 8 !98{ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAPdTA MONICA AUTHORIZING APPLICATION FOR GRANTS FROM THE CALIFORNIA COASTAL COP~IMISSION TO FUND PHASE 3, PROGRAMS AND ORDINANCES, OF ~'~~ THE CITY`S LOCAL COASTAL PROGRAM ACCORDING TO THE TOTAL T9ORK FROGRAM o WHEREAS, the City of Santa Monica, recaghizing the problems and issues identified in the attached application for Coastal Zone Management Grant, desires to provide for a planning study contributing to improv.=_d coastal planning, decision making, and management capability related to community development and growth; and Tv~7HEREAS, the City of Santa Monica has developed an application package ir_cluding as its primary element the work program for Phase 3 of the City of Santa Monica's Local Coastal Program, to deal with these development problems and issues; and the California State Office of Planning and Research, under authority of the Government Code of the State of California {Section 34200), may provide planning assistance for such a program and receive financial assistance from the Califo-rr_ia Coastal .Commission, as authorized by interagency agreements NOW, T:;EREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLbr AS FOLLOWS: SECTION 1. To request the California Coastal Commission to provide planning assistance under authority. of the Government Code of the State of California, with such financial assistance as may be provided by the California Coastal Commission, not to exceed the amount of. Forty Five Thousand ($45:,000) dollars for a period of DRAFT WORK PROGRA-4 FOR PHASE 3 IMPLEMENTATION OF THE LAND USE PLAN SANTA PAONICA`S COASTAL PROGRAM (SMCP) ~}G1'diTio iv ~ ~ APR 2 3 1981 The policies contained in the Land Use Plan of the SMCP provide basic direction in the future management and protection of coastal resources in Santa Monica. In order to complete the SMCP the Coastal Act requires implementation measures be adopted to carry out the policies of the Land Use Plan. The Coastal Commission has requested a general indication of zoning measures that will be considered in the initial phase of the implementation program. There are three basic ways to implement the policies: 1) Discretionary Review; this refers to the individual or collective decisions made by the various agencies and commissions of the-city. relevant to the Coastal Zone. These decisions should be influenced by the intent of the policies and the plan, which should give guidance to decision makers in those matters where several options for action are present. 2) Revision of, or addition to, the municipal ordinances; this particularly applies to the city zoning ordinance and is the primary-focus of the phase 3 implementation of the SidCP. 3) Program development; this includes ongoing city operations or activities, capital improvement programs'or a combination of both. Essentially all policies are intended to give. guidance. in discre- tionary review and therefore even those that are implemented by ordinance or program would still be subject to influencing discretionary decisions. However, not all policies are readily transferred into ordinance or programs. Coastal Commission regulations emphasize the amendments and additions to the zoning ordinance as primary ways of implementation. The purpose of this draft work program is to focus on those policies of the SP,4CP which would most appropriately be implemented by ordinance. Those policies which should be implemented by some type of program, will be identified in a subsequent phase of the implementation program. -1 .APR 2 8 1981 The format of the work program will follow the sequence of the land use plan and will generally list amendments or additions to the zoning ordinance that may be considered. This report has not received LCP Committee, Planning Commission or City Council review or adoption and therefore is subject to change. -2- COASTAL ACCESS An emphasis is placed, in the Access Component policies, on the promotion of public transit to increase Coastal Access. The intent is to recognize the current reliance on cars while attempting to shift this .reliance to public transit, as well as other modes of access such as bicycles and pedestrian. New development may contribute to this attempt by providing certain facilities or support services. These policies also call for the protection of specific areas such as pedestrian access on the pier and beachfront parking areas. Work tasks' considerations: 1) Formulate development standards to: a) identify types and sizes of development projects which should provide transit loading areas detached from traffic; b) establish a pro rata formula in commercial and office development to reimburse employees or customers for bus transit fares; c) establish alternative in lieu fee systems to provide transit use incentives; d) require traffic and parking analyses of new projects and mitigation measures to strive for optimum. relationship to transit system. 2)_ Overlay zones may be considered, designating areas affected by preceding development standards such as heavily used transit corridors. 3) Review the commercial recreation CR Zone on the pier, for possible amendment, to ensure that new development provide pedestrian access to parking and to the boardwalk* (refer to task #4 ih Recreation) *One of the major programs will probably be a master development plan for the pier which may precede any contemplated zone changes. -3- 4) Consider. special overlay zones which control develop- ment from impacting beachfront pedestrian. or vehicular access opportunities. 5) Adopt the Main Street ordinance as part of the SMCP. Work products: Incorporation and amendment of relevant sections of the zoning ordinance into the SMCP. Estimated time: 1.7 months -4- RECREATION AND VISITOR SERVING FACILITIES The policies of the Recreation and Visitor Serving Component focus on the management or protection of a number of particular areas including the Sand and Sea Club, the pier and harbor the Palisades Park and beach .parking lot #2600. These policies also establish broad standards for review of appropriate development to meet the objectives of the Coastal Zone in the beach area and the upland area. In addition provisions are outlined for meeting recreational facility needs in the upland areas, thereby alleviating emphasis on beach recreation by providing complementary alternatives. Work tasks considerations 1) Examine the feasibility of imposing a conditional use permit procedure, on recreational and visitor serving facilities (including hotels, food establishments and entertainment facilities), within the beach area or within the upland areas. Such procedures would review individual projects to determine to what they fulfill the standards outlined in policies #1 and #2 in the Recreation Component. Consideration may include: a) Appropriate review agency b) Standards for categorizing frequency of use c) Identification of uses associated with various levels of economic patronage. 2) Adopt into the SMCP pertinent sections of the municipal code requiring in-lieu fees, for recreational facilities, from residential development. 3) Develop an in-lieu fee structure, or standards for equivalent consideration of public oriented facilities, in commercial development. -5- 4) Review possible amendments to the commercial recreation CR zone, to reflect preservation of existing uses on the pier (refer to task #3 in Access). 5) Study special overlay zones to: a) prevent development in sensitive coastal areas b) allow or encourage development of visitor serving or recreational facilities (refer to task ~~3 in Aecess). Work products: Incorporation and amendment of relevant sections of the municipal code into the SMCP. Estimated time: 2.35 months -6- HOUSING The Housing Component policies call for housing opportunities for low and moderate income persons to be ensured. The policies also emphasize the preservation of neighborhoods through rehabilitation of existing structures and encourages a balance of age, economic and racial elements of these neighborhoods. The policies also defer consideration of certain programs such as inclusionary zoning, to completion of the City Housing Element which is currently being revised. Work tasks considerat-ions: 1) Review relevant sections of the codes to ensure that a balance of age, economic and racial elements are protected in new development; amend where appropriate. 2) Adopt the provisions of applicable energy design and conservation sections of the building and zoning codes (refer to task #2 in Environmental Quality). 3) Study areas suited for mixed commercial residential development- a) possibly designate areas where such use is allowed or, b) review existing development standards and amend as necessary to encourage such use. 4) Review demolition permit procedures and amend to provide for approval of replacement structure by designated agency. 5) Adopt the City condominium ordinance into the SMCP. 6) Study potential adjustments in permited densities, or changes in zoning districts, in residential areas to preserve neighborhood character. -7- ENVIRQNPdENTAL QUALITY Policies within the environmental quality component address a wide range of topics including the quality of both potable and marine water, safety of the pier, the protection of the beach environment, a.nd presexvation of the Balisades Bluffs. They also deal with promotion of energy. conserving .technology and alternative sources of .energy, air and noise quality, and protection of the parks and open space in Santa Monica's Coastal Zone. Work tasks considerations: 1) Determine the need and feasibility for full environ- mental impact analysis (to be incorporated in an overlay zone) as a condition for any development in the beach area. 2} Adopt the provisions of applicable energy conserving technology sections in the building and zoning codes (refer to task #2 in housing). 3) Adopt relevant portions of the code dealing with solar access to new construction, into the SMCP. 4) Review and adopt provisions of the City's draft noise ordinance where appropriate. 5) Rezone public parks and publicly owned open space to ensure the continuation of these resources. 6) Refer to task #4 in Housing. 7) Refer to tasks #4 in Access and #5 in Recreation. Work products: Incorporation and amendment of relevant sections of the zoning ordinances and building code into the SMCP. Estimated time: .9 months. -9- YTSUAL FESOURC'ES Policies in the Visual Resources component idehtify 18 view- sheds to be protected in the Coastal Zone. In addition eight streets or areas are designated as scenic corridors. tasks cohsideratiohs: S) Review of the guidelines for the Architectural Review Board to take special concern for the viewsheds and control of development affecting them. a) alternative review procedures. b) height and bulk limitations. c) standards for creative design. 2) Adoption of the Main Street height limits found in the CM ordinance (.refer to task.#5 in Access). 3) Formulate development standards for commercial development in the beachfront to ensure they are properly landscaped and signed (reference city screening ordinance and draft sign ordinance). 4) Refer to task #4 Housing. Work products: Incorporation and amendment of relevant secti-0ns of the zoning ordinance into the SMCP.
