SUBJECT: Recommendation that Building Permits Be Made Subject
to Issuance of a Coastal Permit.
Introduction
This is a recommendation that City Building Permits in the Coastal
Zone be made subject to the issuance of a Coastal Permit.
Background
Under the procedures currently in effect the Santa Monica Building
Department issues a Building Permit for a project and stamps the
plans with a notification that the project is located in the
Coastal Permit Zone and requires a Coastal Permit. Unfortunately
developers have not always gone to the Coastal Commission for the
required permits.
In several coastal jurisdictions City Building Permits are issued
only after the proper Coastal Permit has been obtained, All the
plan checking, zoning verification, architectural review and
other processes are completed up to the very issuance of a permit
and the applicant is given instead an approval in concept to proceed
to the Coastal Commission with the assurance that the permit will
be issued as soon as the Coastal Permit is obtained.
Initiating this procedure in Santa Monica would require no increase
in personnel or other costs.

Recommendation
It is respectfully recommended that the City attorney be
requested to prepare an ordinance making the issuance of a
Building Permit subject to the issuance of a Coastal Permit
for any project located in the Coastal Permit Zone.
