Report and Recommendation on P1ura1 Projects on Ocean
Park Boulevard at 4th Street
Introduction
This report describes progress in resolving recent disputes over the
mural project on Ocean Park Boulevard at 4th Street. It suggests the
City renegotiate its contract with Jane Golden and enter into an
agreement with Danny Alonzo.
Background
On March 23 Council asked Staff to discuss with .Jane Golden a renegotiation
of her contract with the City to involve only the North wall of the Ocean
Park underpass. Ms. Golden agreed to this change and requested an extension
of her deadline for completion to P1arch 31, 1983.
Through extensive discussion amongst artists and community members in Ocean
Park, a consensus has developed for awarding Danny Alonzo access to the
South wall for his-proposed whale mural..
Recommendation
It is recommended that the City Council authorize the City Attorney to
renegotiate-the. City's contract with Jane Golden to cover only the North wall
and to set a deadline for completion no later than March 31, 1983. It is
further recommended that the City enter into an agreement with Danny Alonzo
giving him the right to execute his proposed whales mural- on the South wall
with a set deadline for completion and insurance requirement.
It is further recommended that the first order of business for the yet-to-be
established Arts Commission be the development of a consistent City-wide
murals policy which addresses the issues of community input, insurance
requirements, appropriate available wall space, .and realistic time schedules.
