Santa Monica, California =August 2, 1979 _._ s ~~ g~.~ T0: Mayor and City Council, Redevelopment Agency AUG ~ ~ ~~~~ FROM: City Staff SUBJECT: Ocean Park Redevelopment Project Park Introduction This report requests Council to approve the design for the required park at the Ocean Park Project and the approval of attached resolution to apply for Land and Water Conservation Fund monies. Background On P~larch 2, 1977, the California Coastal Commission unanimously approved the permit for the .Ocean Park Redevelopment Project. This permit included the development of a six acre park in a configuratian which would provide east-west public access through the redevelopment area as well as general public open space and access from the senior citizens housing development at the southerly end of the project. The development of the park is an eligible project expense. Development costs would be paid or reimbursed from tax increment bonds issued by the Redevelopment Agency and supported from the property taxes generated by the new condominiums, The completion of the park is a prerequisite to the occupancy of the Phase II condominium development scheduled for the northern end of the project. The regularly scheduled meeting of the Recreation and Parks Commission for July was not held due to the lack of a quorum. A public hearing was scheduled for review of plans for the park at the Ocean Park Redevelopment site. However, an informal meeting of those members present was held to review the presentation l~ Auc ~ ~ 1s7s T0: Mayor and City Cou it -2- August 2, 1979 of the SWA Group (formerly Sasaki-Walker), landscape architects for the project, concerning that park and to hear any public comment. Processing for Land and Water Conservation Funds has a deadline of September 15 for submitting the application to the State. The California Environmental Quality Act (CEQA) process is now in progress with the EIR for the project submitted to the State Clearinghouse and to SCAG. The architect's estimate for the project costs is $550,000 which would need to be appropriated in full by the City .Council. The Land and Water Conservation Fund would reimburse up to 50% of the eligible costs to the City. Alternatives i. Council may approve the park as designed and authorize the application for Land and Water Conservation Funds through approval of the attached resolution. 2. Council may modify the design and authorize the application for Land and Water Conservation Funds through approval of the attached resolution. Recommendation Staff recommends Council approve the design for this park as submitted and authorize the application for Land and Water Conservation Funds through approval of the attached resolution. Law 88-578 has authorized the establishment of a Federal Land and Water Conservation Fund Orant-In-Aid P~?oga providing matching funds to the State of California and its political subdivi -, for acquiring lands and developing facilities for public outdoor recreation purposes; and, WHEREAS, the State Department of Parks and Recreation is responsib7= for the administration of the program within the State, setting up necessar; - rules and procedures .governing application by local, agencies under the prop .r and, WHEREAS, said adopted procedures established by th State Depdrttner. Parks and Recreation require the applicant to certify by resolution the apprc of applications and the availability of local matching funds prior to submiss ; of said applications.to the State; and, WHEREAS, Part V of said applications contains assurances that the' applicant. must comply with; and, WHEREAS, the proposed Ocean View Park project is consistent with tf=: California Outdoor Recreation Resources Plan; and, WHEREAS, the project must be compatible with the land use plans of those jurisdictions immediately. surrounding the project; f NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Monica hereby: 1. Approves the filing of an application for Land and Water Conservation Fund assistance; and, 2. Certifies that said agency has matching funds from the following source(s), General Fund, and can finance 100 percent of the project, half of which will be reimbursed; and, 3. Certifies that the project is compatible with the land use plans of those jurisdictions inmiediately surrounding the project; ands 4. Appoints the City Manager as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, billing statements, and so on which may be necessary for the completion of .the afore- mentioned project.
