UG 1 2 1980 T0: Mayor and City Council FROM: City Staff SUBJECT: Approval of Revised Working Drawings, Neilson Way/Barns rd Way Pedestrian Access - Ocean Park Redevelopment Project Background On July 8, 1980, the Council was presented with working drawings for the pedestrian portion of the Ocean Park Redevelopment Project park. Several concerns were expressed by the Council, primarily concerning the questions of visability and identification as a public access to the beach and beach parking lots. Discussion The working drawings have been reviewed in light of these concerns, and the following modifications are now proposed: A. Widening of East-West Walkway In order to accommodate a mix of pedestrians, bicycle riders, and skaters, it is proposed to widen the paved East-West walkway to ten (10) feet as opposed to the five (5) foot width indicated on the original drawings. The North-South connector walkway to Neilson Villa is proposed to remain at a five foot width. Consideration was given to the installation of separate parallel paths designated for walking or wheeled travelers; however, this solution is deemed to be substantially less desirable due to the practical difficulties of enforcing the segregation of uses. Since the widening of the pathway only involves the substitution of paving for the turf block specified in the original plans, there is no cost associated with this change. ~~ ~G~J AUG 1 2 1980:" B Removal/Reduction of Mounds In order to provide direct ocean visability from the Neilson Way entrance, it is proposed to totally eliminate the mound at the northeast corner of the access way. .Additionally, and also to improve the view shed, it is proposed to tower the mound at the southwest corner of the access way by two (2) feet. An on-site inspection concluded that further alterations to the existing grade would not improve visual access. The cost of these changes is estimated at $1,800. C Signing Signs which clearly identify the walkway as a public access route to both the beach and beach parking lots will be installed at the Neilson Way entrance and at additional sites between Neilson Way and Main Street. A sign indicating access to Main Street is proposed for the Barnard Way entrance to the walkway. Since the North-South connector walk to Neilson Villa is intended and designed to provide access to the elderly, a sign prohibiting bike riding or skating is proposed for the entrance to the connector walk. D. Widened Access - East Side of Neilson Way At present, there is only a narrow access way through. the parking lot fence on the east side of Neilson Way. Although .not incorporated in the original working drawings, it is proposed that the existing opening be widened to ten (10) feet .and aligned with the walkway on the west side of Neilson Way in conjunction with the access way installation. To further establish and identify the access between Main Street and the beach parking lots, several additional design features are possible. These features may be incorporated into the design for the proposed mini-park. on Ashland Avenue west of Main Street. Specific proposals will be presented as the park proposal becomes more solidified. E. Other Considerations Staff also reviewed the possibility of straightening the easterly half of the walkway to improve visability. Due to the jog necessitated by the existing property lines, the visability resulting from the straightening would be only minimally improved. Straightening the walk would require the reconstruction of the previously installed road base at a total cost of approximately seven thousand dollars ($7,000), and would delay the installation of the walk. Based on these considerations, this option is not included in the staff recommendation. Recommendation It is recommended that the Council approve the working drawings for the access way between Neilson Way and Barnard Way, and authorize the solicitation of bids, subject to the: a. widening of the walkway to ten feet as described in the staff report; and b. removal/reduction of the existing mounds as described in the staff report; and c. development of a sign program as described in the staff report; and d. widening and alignment of the opening on the east side of Neilson Way.
