The attached report of the Public F7orks Director sets forth in some
detail a proposed deveiopment for the addition to the cemetery as an
alternative to the const-ruction, of a mausoleum. In the development of
a privately owned cemetery, the concept proposed would probably be
identified as the garden court crypt development plan.
In any event, we do not believe the market for, or use o£ mausoleum
space would justify the investment. Although the percentage of
mausoleum interments a± those cemeteries which provide such facilities
will approximate 6°fo of total interments, we are on reasonably safe
ground to suggest that the demand for mausoleum space would not exceed
lOP/o of total interments under any circumstances in a cemetery such as
Woodlawn.
We can, however, substantially increase the interment space available
via the proposed garden court crypt development plan proposed by
Mr. Kennedy. In the attached report (page 2), it is indicated that the
development plan proposed «ould provide the following interment spaces:
Burial spaces 1, 647
Crypts 4, 256
Cremains 7, 360
By way of comparison, 3, 330 burial spaces would be provided by developing
the same area without the garden court crypt or the rose garden cremain
areas. The stage. construction schedule proposed by NIr. Kennedy (page 3~
suggests a stage 1 crypt construction. phasing at an estimated cost of
$212, 800. In the alternative, this office would propose (see development

A. The construction initially of only that portion of *.he perimeter
wall garden court crypt plan which is immediately above the title
of the exhibit in "Proposed Woodlawn Cemetery Expansion
Block 19" with chain link fencing of the remainder of the expansion
area.
B. Following the sale of a substantial proportion of the crypt spaces
provided by the initial construction, then to construct the vertical
segments of the garden. court at either end of that portion of the
perimeter wall completed in the original: construction.
C, Complete additional segments of the garden court crypt plan as
sales warrant such an investment until the entire plan has been
completed.
It is also recommended that the City Council amend the existing Municipal
Gode fee structure to reflect the changes proposed on page 3 of Mr. Kennedy's
report. This report will be placed on the agenda for formal consideration at
your June 9 Council meeting, which should permit each member of the Council
a reasonable time to review not only the report, but to examine the site.

As you know, the City Council, at its meeting of Apr-il 1~F, 1970,
deferred action on the proposed :^ioodlaarh Cemetery expansion, as
outlined 1_n my memo of April 8, 1970 entitled "t~ioodlat~rn Cemetery
Expansion", pending presentation by ti:e administration of a
study-plan for develop~,ent involving :~ausoleum construction on
a portion. of tae property,
This study has been completed, .Attached hereto is a sketch show-
ing the improvements recon-nnended as a result of said study,
Briefly sumnnarized, we recommend a combination ground interment -
mausoleum facility, designed so as to provide for stage construc-
tion of the mausoleu??1 facilities as demand necessitates, lr~e
design contemplates that mausoleum structures will be seven crypts
high, with six above ground and one below (the lower two bei:~g
°companion crypts" for husband and wile interments).
Cremaine niches would be provided in the walls around all rose
arder_s (Stake I) and in the end walls o£ all crypt sections.
Stages II and after).
The overall design is ?oased on graves 8' x 3'•-4" in size, crypts
3' x 3' x 8', and cremain niches 7" x 8" x 12", (rival design may
very arell change the crypt and crernaine niche dimensions),
If this proposal is approved, we reco-^snend engaging the services of
a professional cemetery architect to finalize the design and prepare
contract documents for the crypt construction,
The facility ~~rould occupy the entire half block bet*.~reen Michigan
Avenue and vacated Deiavrare Avenue, thereby requiring, in its
ultiriate development, the relocation of the administration. and
maintenance buildings, Phis relocation, however, would be in the
final stage of development and would not take place for many years,

Stage construction would permit the immediate use of the areas
set forth for gro~,vnd interments while reserving as landscaped
areas the sections set forth .f or future mausoleum facilities.
Stage one involves grading the entire area {except that occupied
y~dministration and maintenance buildings); remodeling
14th Court to provide an access roadway to the new area and
extending it southerly past the maintenance building to join t~rith
the main cemetery drive (Delaware Avenue); remodeling the mainte-
nance building to permit this extension; constructing eitrer all
or any portion of the perimeter Garden Wa11 Crypts; constructing
all or some of the Rose Garden Cxemair. sections; and turfing all
areas reserved for ground irterm.ents ar_d/or set aside for future
stages.
Stage Taro mould involve the construction of the westerly segment
of he Garden Crypts at right angles to the 14th Street Garden
Tdall .
Stage Three taould complete the construction of the crypts in
Stage II.
Stage Four would involve the construction of the crypts parallel
owl. ~t~urt.
Stage Five would involve the relocation of the maintenance build-
ing~-to an as-yet-undetermined site; the construction of a rew
.administration building; and the construction of any remaining
.. unconstructed Garden Crypts.,
The following tabulation shows the number of grave lots and crypts
that ear_h stage of this program would provide, Sirce approximately
50/ of grave lots are utilized for double inte-rr.~~ents, the actual
number of ground interment spaces will be increased accordingly.

Tne present selling price of graves irz this section, per Santa

$203.80 per grave (26e64 square feet}. Opening and closing costs
are: $75.00 for box (plus $25,00 for the box), Y85,00 for vaults,
and $170 fo-r double interment, ^~ese charges are considerably
loV?er than charges made by other cemeteries in the area for similar
services (see attached schedule)e There are, of course, no present
charges for crypt or mausoleum spaces or for opening and closing
same,
It is recommended that the Municipal Code be amended to increase
the existing charges and to establish charges for crypt and
mausoleum spaces, as follows;

1, The basic plan as described herein and as shown on the
attached sketch.
2, The immediate grading and turfing of the area, the
:remodelingg of the maintenance building, and the improve-
ment of 14th Court, all as outlined in Stage I, to provide
space for ground interments,
3, Appropriation of55,520 to finance (2) above,
4, Solicitation of proposals from qualified cemetery
architects for the design of the crypt and cremain
facilities.
