Subject: Employment Agreement with Bruce Leach and Salary Resolution for
Unclassified Position of Special Projects Administrator
Recommended Action
This report requests that Council authorize the City Manager to execute an employment
agreement with Bruce Leach and adopt a Salary Resolution establishing the salary for
the unclassified position of Special Projects Administrator.
Executive Summary
A new limited term position of Special Projects Administrator in the unclassified service
is being established in the City Manager's Office retroactive to January 1, 2008. The
term of the position will be from January 1, 2008 through September 30, 2008. There
will be no additional financial cost associated with the establishment of this position.
Discussion
An unclassified position titled Special Projects Administrator is being established in the
City Manager's Office for a limited time to assist with priority projects related to
Exposition Light Rail, large development agreements and coordination with of the
General Plan update. Because of the uniqueness of this position and the job duties,
staff has requested that Bruce Leach, who was scheduled to retire from the City, fill the
position until September 30, 2008, unless extended by the City. Manager. The position
will be paid for by savings from the Special Projects Manager position in the Planning
and Community Development Department (PCD) which became vacant when the
incumbent in that position was promoted to Assistant Director of PCD. Bruce Leach will
be transferred to the Special Projects Administrator position retroactive to January 1,
2008. He will be assigned as directed by the City Manager's office to assist with priority
projects in PCD. The terms and conditions of Mr. Leach's limited term appointment are
set forth in the attached employment agreement. The funding. that has been included in

the FY2007-2008 budget and will be included in the FY2008-2009 budget will more than
cover the cost. of this limited term position.
Financial Impacts & Budget Actions
No additional cost is associated with the establishment of the Special Projects
Administrator position. Provision was made in the FY2007-2008 budget to cover this
cost and no appropriation is necessary.
