This report provides the alternative methods for striping 4th St. Background Four years prior to 1971 the City staff, with the cooperation of civic minded businessmen., bankers, and churches along 4th St., removed on-street parking and installed the existing left turn channelization between Colorado and California. The only exception in this area was just nort'r, and south of Santa Monica B}vd. where the businessmen objected to the removal of the last twenty-five parking meters on 4th St. The City Council, at its meeting of November 9, 1971 voted to leave the meters in this vicinity. This action resulted in reducing 4th St. to one lane in each direction in the vicinity of Santa Monica Blvd. Under today's safety standards, 4th St. at 52 feet in width, is inadequate to provide for two lanes of traffic and one parking lane in each direction. The guidelines for uniform traffic control. stipulate that a driving lane is to be ten feet minimum in width with parking lanes eight feet minimum. Thus, minimum street width of 56 feet is needed in order to provide parking on both sides, and four lanes of moving traffic. There are sixteen one hour meters, nine thirty minute meters, and one loading zone in the twenty-five spaces remaining on 4th St. If a maximum of 100% occupancy at each meter for the maximum time limit is assumed there would be To: Mayor and City Council -2- February 14, 1977 a maximum of 306 vehicles which could possibly park on 4th St. from 9:00 a.m. to 6:00 p.m. on a given day. This represents less than 4% of .the total of more than 3,000 motorists who traverse 4th St. during the same time period. Between Mall Court East and 4th Court from Broadway to Arizona there are a total of 998 off-street parking spaces directly serving these two blocks of 4th St. There are 63 on-street parking meters between the Mall and 5th St. on Arizona, Santa Monica Blvd., and Broadway. There are an additional 395 off- street parking spaces between the Mall and the west side of 5th St, from Broad- way to Arizona that indirectly serve these two blocks. Traffic volume counts, both automatic and manual, were conducted at the inter- section of 4th St, and Santa Monica Blvd. on January 20, 1977. Attachments A, B, and C refler_t the eight hear manual count and show the total vehicular, pedestrian, and bus activity at this intersection. Attachment D reflects the twenty-four hour traffic volumes into and away from this intersection. There were a total of 839 vehicles turning left during the eight hour count. 460 southbound. and 379 northbound vehicles turned east or west onto Santa Monica Blvd. The installation of left turn storage lanes at this intersection would greatly facilitate the flow of through traffic and reduce congestion. It,is staff's intention to notify the property owners and businessmen on 4th St. between Arizona and Broadway that this staff report will be discussed at the City Council meeting of February 22. Alternatives 1. .Attached is a print showing the installation of left turn storage lanes on 4th St. at Santa Monica Blvd. It also provides for left turn storage lane capacity at parking structures 1 and 5. This proposed channelization will expedite the movement of traffic on 4th St. and reduce congestion. Off- setting the loss of twenty-five on street parking meters are 1,393 off-street To: Mayor and City Council and 63 on-street parking spaces side of 5th St. from Broadway to this alternative is $1,200. -3- February 14, 1977 that exist between the Mall and the west Arizona. Estimated cost. to implement Attached is a print showing the installation of an offset double yellow center-line from the mid 13D0 block to the mid 1400 block of 4th St. This alternative-does not provide for the left turn storage lanes at Santa Monica Blvd. However, it does provide for two moving lanes of traffic in both directions at this intersection. It would result in the removal of only seven parking meters, four on the west side and three on the east side, with the balance of the existing meters staying in place. This off- set center line would require posting advisory speed warning signs north- bound at Broadway and Santa Monica Blvd. advising motorists to slow to 15 and 20 miles per hour respectively. (See attached print of Alternative 2). While the removal of the four parking meters on the west side would leave no on-street parking on that side, these spaces are on the same side 'of the street and within 200 feet of parking structure 5 that has a capacity of 352 parking spaces. The estimated cost to implement this alternative is $1,200. Attached is a print showing the installation of left turn prohibitions fac- ing 4th St. traffic at Santa-Monica Blvd. While this alternative wauld not require the removal of any on-street parking meters, it would not pro- vide for two lanes of moving traffic in each direction. In order for this alternative to be effective in reducing congestion, it will require stringent enforcement. As you can see on attachment A, there are 839 motorists who turned left on 4th St. in only 8 hours, and it is improbable to assume that all of them would obey signs posted prohibiting left turns. Enforcement would definitely be required. The estimated cost to implement this alter- native is $150 plus enforcement costs. 4. Maintain the status-quo. Recommendation It is recommended that alternative 1 be approved. Funds are available in the Traffic Signs/Striping account 8413 to finance the necessary modifications. Prepared by: Stanley E.
