The new rate would apply commencing 7uly 1, 1874 for the geriod of July 1, -19'74
through August 30, 1974, The billing for .this period was mailed. about September

applied. This meth od resulted in an undercharge of a maximum of $1. 5Q for a

billing or a total of $11, 250. ~
It was determined by staff that to otherwise prorate refuse fees would have
required calculations for some 6, 000 apartment building accounts and. about 1, 2Q0
business accounts. This would have resulted in a sixty-day billing delay or a
