This report is brought before the Council to inform them of a problem
that has recently arisen regarding theft from parking meters throughout
the City.
Background---- -- -
The City Treasurer notified the Parking and Traffic Engineer,"by memo of -
January 24, 1977, of the possibility that money was being stolen from parking
meters by use of duplicate keys manufactured after thieves cut off parking
meter heads using pipe cutters. At this time the Treasurer has no estimate
as to the amount of pilferage. However, if their suspicions are correct and
keys have been made, then all 3,500 operating meters-in the City_are subject
to loss. The City parking meter repairmen have substantiated the meter
collector's suspicions, since they have found a number of coin boxes improperly
returned to the parking meter housings. Unfortunately, all 3,500 duplicate
parking meters are keyed alike, but according to service staff, the problem -
has not arisen in such magnitude in the past.
Staff contacted Traffic Appliance Corporation, the distributer for Duncan
Parking meters, to determine what steps, if any, can be taken to remedey this
problem. They told staff that nothing could be done except the complete replace-
ment of all 3,500 locks. They recommend their new "Security Locking System"
which vaould provide keys that would be extremely difficult to duplicate. In
purchasing new locks, they would not be keyed alike, but rather have many lock

combinations. Thus, if a thief stole a meter and could possibly duplicate
the blank, he could only open a limited number of meters. Whereas, presently,
once a thief has a key he has access to all meters throughout the City.
The cost of purchasing 3,500 locks would be $22,750 at an estimated cost of
$6.50 per-lock. It would take approximately 1,000 hours labor to change these -
locks at an average of fifteen to twenty minutes a meter. -A project of this
magnitude will require additional labor. One as needed laborer helper for three
months will cost $939. Thus, it is estimated that Council should appropriate
$24,000 from on-street parking meter revenue, since this item was not budgeted
in account #8412, Parking Facilities.
Recommendation
Due to the time involved and the possibility of continued monetary loss from
theft, .and since there is only one west coast vendor, it is recommended that
the Council waive formal bidding procedures and authorize the City Manager
to negotiate directly for the purchasing of the necessary parking meter locks.

To advertise formally would entail additional delays and expense with no
assurance of either lower prices or supply.

stainless steel head guide designed to
defeat drills or pulling devices before
they can penetrate. 3. An exclusive
feature is the unique design of the Duo
key. It is triple-bitted with serrations
on top, bottom and a third set in the
middle. Key blanks for the Duncan/Duo
Lock are restricted-conventional key
blanks cannot be used for duplication.
Even if a key blank were obtained,
standard key-cutting equipment could not
be used to copy the original.
The versatile DuncanlDuo Parking Meter Lock
program is availablewith three keying systems
utilizing more than 16,000 combinations. System I
is the most secure while Systems II and II I offer
security along with other conveniences. However,
since all systems feature the Duncan/Duo Lock,
each represents a vast improvement
over other locking devices.

This system is more convenient for the collector and only slightly
less secure. To facilitate collection, a limited numberotmeters in a
geographic zone could be opened with the same key. In the event -
that aduplicate key were acquired maximum exposure would -_-
be to meters in that zone only._
This system uses locks with both a primary and master key
capability. It featu res master key for zone collection, yet maintains
primarykey difference with its primary lock combination.
Collections can be made using an individual primary key for each-- --
meter inthe zone-or one master key for all meters in the zone. This
highly recommended system provides convenience with slightly -
lesssecurity than System I and IL
AB three Duncan/Duo Lock systems will effectively increase-
collectionsecurity ofDuncan parking meters, currently
acknowledged as the most secure. They are available with new --
Duncan meters as well as lock replacements for existing meters. -
