S7JBJECT: Street Tree Planting on Lincoln Bouleva~&fluttq,
Introduction
The staff, in response to Council and citizens' suggestions,.
and in response to general directions from the City General
Plan to improve aesthetics along our arterial streets, pro-
poses to institute a series of minor assessment districts on
Lincoln Boulevard from the south city limits to tailshire
Boulevard.
Backg?° ound
Lincoln Boulevard is a state Highway and CALTRANS traditionally
has not seen fit to budget funds far the landscaping of older
highways, such as this street. It is desirable to provide
street trees on all city streets to improve the aesthetics and
to improve the air quality, as ;ae.ll as help to reduce noise
levels within the adjacent buildings.
It is recommended that a, series of small, ore-bloc~>-long, city
initiated, assessment districts be formed in accordance with
Chapter 27 of the Improvement Act of lgll. It is proposed that
these assessments be for the cost of purchasing the trees and
other materials only, and trat the labor for the removal of

concrete and the excavation and planting be charged to has tax
funds. The assessment _°or a typical 50-foot lot would be
approximately $75,00. Under the provisions of the Act, property
owners a-re notified of the city's intention, the public hearing
is held, and if the Council deems the project desirable they
may order the tJOrk to be done. After this is done, the property
owners are again notified and given 30 days to pay their assess-
ment. The Act also provides that property owners may plant the
trees themselves and pay no assessmeht.
Recommendations
It is recommended that the City Attorney be instructed to
prepare for. the ;;May 24th Council meeting, a Resolution of
Intention for the first of a series of assessment districts on
Lincoln Boulevard, and that the first project be on the east
side of Lincoln Boulevard between Olympic and Colorado.
