Proposed Change in Monthly Parking in the Parking Structures
to .Improve Safety
Introduction
This report is in response to a City Counci] request for staff recommendation
regarding, the possibility of changing the monthly parking system in the down-
town parking structures for safety purposes.
Background
.Presently, monthly parking in the parking structures is limited to assigned
spaces only, in the street and alley aisles of the ground level. and the entire
roof level. At the August 24, 1976 City. Council meeting, Ms. Leslie Cyril,
a monthly parker representing fifteen. monthly parkers in structure ~4, com-
plained that roof level parkers were subjected to a high degree of vandalism
due to the lack of constant traffic on the roof level. Ms. Cyril suggested
that instead of parking on the roof of the structure, monthly parkers be allowed
to park anywhere above the second level fora six month. trial basis. She also
suggested that during the trial period the Police Department crime reports should
be modified to indicate where in the structure the. crime was committed (aisle
number) and whether or not the vandalized car belonged to the monthly parker.
Upon completion of the trial period, the results bbtained would determine
whether this parking policy could become permanent in all the parking structures.
Alternatives
1. Maintain the status quo, which restricts monthly parkers to assigned spaces
only, in the ground and roof levels.

2. If agreeable to a majority of monthly roof level porkers, establish a six
month trial period to determine the possibility of changing the roof level
parking policy. Since the shopper area occupancy in structure #4 was only
30.1% in a ten hour survey taken on Wednesday, May 14, 1975 and Saturday,
May 16, 1975 (report attached), allow the roof level monthly porkers in
structure #4 to park in any available space above the second level .without
a guaranteed, assigned space. However, no change would be made in the
.ground level monthly parking procedures.
To avoid any confusion or disruption to Christmas shoppers, this experiment
should not begin until January.' At that time, a survey should be taken bf
.the monthly porkers in structure #4 to determine their willingness to have
open parking. (Open parking is the system used in the Parking Authority
lots, whereby no specific space is assigned and the parker is not guaranteed
a space. They are only assured of no citation for overtime parking if a
valid permit is displayed;) If they are in agreement, then the changes
should be instituted on a six month trial basis. During this trial period,
the. Police Department should keep detailed records of vandalism in structures
#1, #2, and #4. This will allow staff to compare the vandalism of an open
parking system (structure #4) to a more utilized structure (structure T1)
and a less utilized structure (structure#2) operating under the existing
system.
The cost of implementing this trial period in structure #4 would be nominal.
The removal of the "Permit. Parking Only" signs on the roof'of structure #4
and the installation of "permits Not Valid in This Aisle" signs in the shopper
aisles of levels one and two would cost approximately $200.
