Introduction:
The staff '_nas completed a preliminary study of the City's refuse
collection system and is -requesting Council to set up a Council Corn-
mittee to discuss the study ti~rith the staff.
Background•
During t'_ne 1973-1874 budget study sessions, Council instructed
the staff to study the possibility of a rate increase in our refuse
fees,
The preliminary study relating to rate increases has been com-
pleted. Said study also investigated other kinds of desired changes
relating to the operational aspects of the refuse system.
The staff is noti~r ready to discuss subject report with Council,
Alternatives:
Among the alternatives for presenting subject report to Council
are the following:
1. Submit preliminary report to full Council at a regular
Council meeting, thereby releasing staff's recommenda-
tions to the public.
Subject report is quite lengthy, and would take a con-
siderable amount of time to discuss at a regular
Council meeting.

2. Council designate a two-member Council Committee for
the purpose of discussing, in detail, wit'_n the staff,
their recommendations. After Council Committee has
studied and revieTved said preliminary study, a final
report ~,vould be submitted to Full Council.
Reco_romendation:
It is recor.Lmended that the Mayor designate two members of
the Council to study the staff's preliminary report pertaining to
certain changes in the City's refuse collection system,
