Saint John's Hospital-and Health Center has submitted a written request that
certain traffic controls be implemented on 22nd Street to improve their oper-
ations from a safety standpoint
Background
See attached copy of their request.
As part of their long-range plan, Saint John's has acquired a structure formerly
used as a convalescent home located at 1331 22nd Street. This structure is
located-directly across 22nd Street from the main entrance to the hospital and
will be converted into a mental health center by January 10, 1976. 14ith the.
opening of this new facility, pedestrian activity will be greatly increased,
particularly in mid-block on 22nd. Street. Since a 1-way street does reduce
the point of conflict for pedestrians to, only one direction it is suggested
that 22nd Street be made 1-way South-bound from Arizona to Santa Monica Boulevard.
The hospital also requests a wheel chair ramp in the existing sidewalk on the
Nest side of 22nd Street facilitating viovement of non-ambulatory patients to
and from the new mental health Centex. They plan to utilize the existing.drive-
way on the East side and thus only 1 wheel chair ramp is requested.
Since it is the intent of Saint John's to formally request the City to vacate
22nd Street at some point in the neax future these traffic conditions could be
considered an interim measure until the permanent closure of 22nd Street.

Labor $ materials to implement these proposed traffic controls will cost an
estimated $500.
Recommendation
It is the recommendation of the staff that Saint John's request be approved and
that 22nd Street be designated 1-way South-bound from Arizona to Santa Monica
Boulevard. It is also recommended that a wheel chair ramp be constructed in
the existing sidewalk on the West side of 22nd Street at an estimated cost to
.Saint John's of $250.

Dear Pfr. Williams:
Saint John`s Eospital and Health Center is in the process of remodeling
a structure at 1331 - 22nd Street, Santa Monica. Previous usage of this strut-
ture was a 147-bed Extended Care Facility. This structure, located directly
across 22nd Street from the Main Entrance of the Hospital, is to be converted
into an 87-bed Tiental Health Center.
tdhen the renovatio-, of this facility is completed in January of 1976
there will be a great deal of pedestrian traffic back and forth hetween the
Hospital and the Mental Health Center. Some of this traffic will be employees
but. most o-f it will involve patients walking back ahd forth between the two
structures. Many of these patients, naturally, are mentally. incompetent to
function well and use r:ormal caution in walking across 22nd Street.
2•tr. James Wrenn, Parking and Traffic Engineer of the City of Santa
Monica, visited with me today and discussed possible solutions to the street
crossing problem. As a result, the following actions are respectfully requested:
1) Change the traffic on 22nd Street to "one-way," southbound from
,~ l Arizona Street to Santa Monica Boulevard..
2) Create a wheelchair ramp in the existing sidewalk on the west side
of 22nd Street in the vicinity of the Outpatient Care entrance to the Hospital.
3) Erect a sign on 22nd Street, in the vicinity of Arizona Street,
indicating that the speed limit is 25 miles per hour.
Saint John's Hospital. and Health Center or~ms over fifty percent of the
street frontage so affected by the request to change 22nd Street to "one-c•;ay"
southbound. If further information is required in relation to the above request,
please contact me.
