SR-021208-8C~~~ City Council Report City of Santa Monica City Council Meeting: February 12, 2008 Agenda Item: ~ J ~ To: Mayor and City Council From: Craig Perkins, Director -Environmental and Public Works Management Subject: Placement of Elevator, Restrooms, and Electrical Room Improvements in Conjunction with the City Hall Seismic Retrofit Project Recommended Action Staff recommends that the City Council authorize the City Manager to proceed with implementation of a new elevator and restrooms inside the old jail and a new electrical room at the exterior of City Hall at the southeast corner. Executive Summary The City Hall Seismic Retrofit project includes the conversion of the former jail space to office space necessitating the need for an elevator to provide access to the space. Additionally, the power supply to City Hall is inefficient in size to handle new electrical demands, requiring the construction of a new electrical room. An additional improvement to City Hall is the installation of a new restroom in the old jail. Staff has further evaluated the locations of the elevator and electrical room based on Council's direction received on December 11. Based on this direction and additional analysis, the electrical room on the southeast exterior of City Hall and the interior elevator are the options recommended for approval. This project is funded by the Federal Emergency Management Agency (FEMA) and has a funding deadline of January 30, 2009. Discussion During preliminary design of the City Hall Seismic Retrofit Project, City staff anticipated renovating all three floors of the vacant City Hall jail area into temporary office space for staff. This temporary office space was to be utilized by City Hall staff, while their offices were undergoing seismic retrofit work. Any renovation, temporary or permanent, of the space on the second orthird floor requires the addition of a new elevator and restrooms to meet current codes. The addition of any new elevator requires increased electrical service. The existing electric room in City Hall is not large enough for the additional 1 equipment required for the increased service. Construction of a new electrical room is required to upgrade City Hall to provide the increased electrical service. Elevator On November 13, 2007, staff presented a report to Council recommending approval of an exterior elevator to serve the access needs of renovated office space in the former jail and to serve any possible future building behind City Hall. At that time, Council directed staff to consider alternative locations and maximize American with Disabilities Act (ADA) access to the entire north wing of City Hall. On December 11, Staff presented a report that presented various locations with pros and cons of each location. Based on direction received at that meeting, staff has further evaluated the interior placement of an elevator in the former jail space. The proposed improvements will respond to ADA access in the north wing of City Hall and add additional restrooms. The estimated cost for this elevator placement is $900,000. Attachment 1 shows the interior location of the elevator in the same location of the existing elevator. This location requires some structural modifications to the building, in order to place a larger ADA accessible elevator in the existing elevator shaft. Access to the existing office space in the north wing is unchanged. Based on Council's selection of the electric room location and comments on the elevator location, staff will proceed with creation of design development documents. Electrical Room At it's December 11 meeting, staff presented Council with various design options for the placement of a new electrical room to serve City Hall. Council directed staff to further analyze two locations: an exterior location on the southeast portion of City Hall and a detached location north of the North City Hall. 2 Recommend Location This plan proposes the addition of a one-story electric room to the southeast corner of City Hall. This location does not impact possible future building locations identified in the February 1 Space Planning Information Item. The construction cost estimate for this option is $1,147,680. Alternate Location Council also directed staff to explore locating the electrical room between the north City Hall parking lot and the freeway. This location is allowable under the electrical code. The principal concern with this location is that it could impact or minimize the area identified in the Civic Center Master Plan for construction of a new Municipal Services Building. Commission Action Any exterior additions would be presented to Landmarks Commission for their approval. Financial Impacts & Budget Actions The elevator, restrooms and electrical room additions are part of the City Hall Seismic Retrofit Project. The Federal Emergency Management Agency (FEMA) has approved utilizing grant funds for the design and construction of the elevator addition and Jail Area Tenant Improvement Project. The current total estimated construction cost for the City Hall Seismic Retrofit Project is approximately $10.5 million. Funds have been approved by FEMA for the additional design work by Black and Veatch and seismic retrofit, with the exception of funds for construction of the electrical room, which is ineligible under federal guidelines.
