Subject: Tenant Improvement and Relocation Costs for Pico Youth and Family
Center
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a capital grant agreement with the Pico Youth and Family Center (PYFC), a
grantee of the Community Development Grant Program, for a total of $81,000 for tenant
improvement and relocation costs.
Executive Summary
Included in the City Council's approval of the FY 2007-OS Community Development
Grant Program on June 12, 2007, the Council approved $50,000 in one-time grant
funds to assist the PYFC with moving and tenant improvement costs associated with
securing a new location for the program. At that time, the PYFC had received notice
that the lease on their current facility would not be renewed yet they had not identified a
location. Following an exhaustive search of available properties, the PYFC has
obtained along-term lease at 715 Pico Boulevard in Santa Monica, and due to ADA
improvements, plumbing and structural changes required at the new property, tenant
improvement and relocation costs have increased to $108,000. To meet the additional
costs for tenant improvements, the PYFC has identified matching funds of $27,000 from
other non-City sources and requested an additional $31,000 in one-time grant funds
from the City. This requires an appropriation from the General Fund. Construction is
anticipated to be completed by early May, 2008.
Discussion
Through the Community Development Grant Program, the City provides funding support
of $304,600 annually to the PYFC to provide social services, cultural arts and
enrichment activities to 180 at-risk Santa Monica youth ages 16-24. In June, 2007, the
PYFC was notified that the agency had until September 30, 2007 to vacate its location

at 828 Pico Boulevard due the expiration of its lease and termination by the property
owner. On June 12, 2007, the Council approved $50,000 in one-time grant funds to
assist the PYFC with moving and tenant improvement costs associated with securing a
new location for the program.
Following an exhaustive search of available properties, the PYFC has obtained a
long-term lease at 715 Pico Boulevard in Santa Monica. The PYFC secured the
services of M)Arch Architects and plans have been approved by the City for proposed
tenant improvements that are more extensive than what was anticipated, including ADA
improvements, interior walls and plumbing. To meet the additional costs for tenant
improvements, the PYFC has identified matching funds of $27,000 from other non-City
sources and requests an additional $31,000 in one-time grant funds from the City.
In November, 2007, PYFC administrative staff have relocated to the new site located at
715 Pico Boulevard. PYFC program staff have been delivering services through Santa
Monica High School, Olympic High and Virginia Avenue Park. Construction is
anticipated to be completed by early May, 2008.
Financial Impacts & Budget Actions
The total project cost for PYFC to relocate to a new facility is $108,000. One-time grant
funds of $81,000 are available at account 0126210.567101. The PYFC has identified
matching funds of $27,000 from other non-City sources. An additional appropriation of
$31,000 in one-time grant funds has been included in the mid-year budget and is
necessary to assist in meeting the additional costs for tenant improvements.
