1993 to Vacate a Portion of Seventh Court from
Broadway to Approximately 250 Feet South of Broadway
Introduction
This report recommends that the City Council set a public hearing
on October 26, 1993 to vacate the portion of Seventh Court from
Broadway to approximately 250 feet South of Broadway. A
condition of the alley vacation is the dedication of an .easement
for utilities and new alley access to reroute traffic from
Seventh Street to Seventh Court.
Background
Vons Companies, Inc. is proposing to construct a new supermarket
on the south side of Broadway between Seventh Street and Lincoln
Boulevard. Improvements to traffic circulation for-the new
development requires the vacation of Seventh Court from Broadway
to approximately 250 feet south of Broadway. Vons owns lots east
and west of Seventh Court and proposes to build a supermarket on
the west side of the alley and a parking lot on the east side.
In consideration for the City vacating this alley, Vons will
dedicate a 20 foot wide public right-of-way easement for
utilities and vehicular access from Seventh Street to Seventh
Court and an easement over the full length of the vacated alley
for utility services. Vons will also underground the overhead

power line within the development area per City requirements and
construct the new alley in concrete. The attached map contains
the details of this proposal.
It is customary to vacate an alley or portion thereof when
property owners on both sides agree and when the alley is not
required for the movement of traffic, refuse service, emergency
fire access or other public needs. In this case, the same owner
owns both sides. The Director of General Services and the City
Parking and Traffic Engineer believe that the vacation is
appropriate since the new alley will improve public access to the
supermarket and facilitate traffic circulation and safety in the
area.
Budget/Financial Impact
There is no impact on the City's budget as a result of the
partial vacation of Seventh Court.
Recommendations
It is .recommended that the City Council adopt the attached
resolution to set a public hearing on October 26, 1993 regarding
the vacation of Seventh Court from Broadway to approximately 250
feet south of Broadway.
