Recommended Action
Staff recommends that the City Council adopt the attached ordinance.
Executive Summary
At its meeting on January 8, 2008, the City Council introduced for first reading an
ordinance amending Santa Monica Municipal Code Sections 4.08.025 and 4.08.060
relating to regulation of beach and water activities at Santa Monica State Beach. The
ordinance is now presented to the City Council for adoption.

Dear city councillors,
We live in Vancouver, Canada, and have been planning a trip to Santa Monica just so our
kids can take surf lessons with the Venice Del Play Team. There are so few programs of
excellence for young children, and the professionalism and enthusiasm of these teachers is
worth a week of our time, travel, and substantial expense.
I urge you to reconsider your idea to limit all surf instruction.

Subject: Surfing regulation
We support and use Venice del Play programs for our children. I don't understand the
city's need to regulate this, but regulated or not you will be doing a huge disservice to
the community if Venice del Play is not allowed to use the beach for their programs.

As a resident of Santa Monica I have to tell you how much I love .the surf camp "
Venice del Play for my children I haven't
seen this sort of camp organized by the city a small group in a
very caring and familial atmosphere They learn at their pace with no pressure and just
for the fun
It would be sad to lose such a dedicated team .
