SUBJECT: Update on Civic Center Improvement Program and
Authorization to Negotiate and Execute a Contract with
Consultants
INTRODUCTION
This report provides the City Council with information on the
status of the Civic Center Improvement Program and requests that
the City Council authorize the City Manager to negotiate and
execute a contract with the selected consulting firm.
BACKGROUND
In its FY 1985-$6 Budget, the City Council approved an objective
for the Economic Development Division of the Community and
Economic Development Department to work with the City Planning
Division to implement a work program for the redevelopment of the
10.9 acre area occupied by the Civic Auditorium and adjacent
parking lot.
As the first step in accomplishing this budget objective, City
staff prepared a Request for Consultant Proposal (RFP) for
preparation of the Civic Center Improvement Program which
detailed the scope of services to be performed. The availability
of the RFP was advertised in the Evening Outlook and Los Angeles
Times and was mailed to approximately 90 individuals and firms

who had experience in market and fiscal analyses, architecture,
and/or planning projects.
The City received eleven responses to the RFP which were
evaluated by a review committee comprised of City staff from the
Community and Economic Development, General Services, and
Auditorium Departments. The Committee interviewed in depth five
firms whose proposals most closely responded to the scope of
services and found that the proposal from Barton Myers Associates
best satisfied the objectives for the project. Barton Myers
Associates (project management and schematic site planning) will
be assisted by Harrison Price Company (market analyses), Edgardo
Contini and Harold Marks (parking and traffic circulation
analyses), Theater Projects (technical feasibility of Auditorium
reuse), and Campbell and Campbell (schematic site plans and
landscaping). The consultant team members have completed similar
civic center related projects for, among others, the City of
Portland (Performing Arts Center), the County of Los Angeles
(Music Center expansion), State of California (Multi-Cultural
Center in Exposition Park), the City of Los Angeles (Central
Library restoration/expansion), and, most recently, the Municipal
Government Center for the City of Phoenix.
SCOPE OF SERVICES
The Civic Center Improvement Program will be prepared in two
major parts. Part 1 will consist of the preparation and review
of the Background and Technical Information Report and part 2

will consist of the preparation, review, and adoption of the
Civic Center Improvement Program report.
The Background and Technical Information Report will contain five
sections with information necessary to develop and evaluate
various improvement and market options for the project area.
Section 1 of the report will include a summary of the
consultant's review of existing planning studies and market
analyses that may be relevant to the Civic Center project. This
section will also discuss existing traffic, parking, mass
transit, surrounding land uses, and other conditions in the area
and the potential constraints these conditions may impose on the
Civic Center Improvement program.
Section 2 of the report will provide information about the market
analysis for cultural and civic facilities analysis. This
section will:
o analyze the ex isting and anticipated future market demand for
various civic and cultural uses such as theaters, exhibition,
conference, public meeting facilities, and other
cultural/civic facilities.
o determine the type, size, location, and acreage (including
support parking) for cultural and civic facilities that will
best serve the existing and anticipated future demand.
o determine the cost effectiveness and financial feasibility of
.either adapting the existing Civic Auditorium building to
these uses or constructing new facilities.
To minimize the public investment necessary to improve the
existing or construct new cultural or civic facilities, private
development that will generate land lease and other revenue may
be required to be developed in the Civic Center area. To

identify the most feasible and compatible new development,
Section 3 of the Background and Technical Information report will
contain a land use analysis that will:
o analyze the future market demand for various compatible land
uses that could be developed in the Civic Center area.
o determine the appropriate amount of floor space each type of
use for which there is a market demand, the appropriate
location for these uses, and the acreage required to
accommodate these uses including support parking.
o estimate the potential net public revenue from ground leases
and other tax revenue that could be used to offset
expenditures for Civic Center improvements and/or new
construction.
These analyses will present various options for the City's review
and will include recommendations by the consultants based on the
market demand, cost effectiveness, and environmental constraints
of the site such as traffic and parking demands.
Section 4 of the Background and Technical Report will include a
preliminary schematic site plan for the recommended facilities
and uses. Section 5 will contain an evaluation of various
mechanisms that could be used to help fund improvements in the
area.
The material and consultant recommendations contained in the
Background and Technical Information Report will be presented at
a series of public workshops, study sessions, and public hearings
in April/May 1986 before the Planning Commission and City Council
prior to the City Council providing City staff and the consultant
team with directions on preparing the draft Civic Center
Improvement Program.

Part 2 of the Program will consist of the preparation, review,
and adoption of the Draft and Final Civic Center Improvement
Program based on City Council direction. The Program will
contain:
o the plan for developing cultural, civic uses, and private
development in the Civic Center area,
o a conceptual land use and schematic site plan for the area,
and
o a financing and implementation plan.
PROJECT SCHEDULE
The project is ex pected to be completed in six months. The
Background and Technical Information Report is anticipated to be
available for public review in April 1986 and the final Civic
Center Improvement Program should be available for public review
in mid-July 1986. It is anticipated that the City Council will
be able to approve the Improvement Program in late July or early
August 1986. Depending on its recommendations, the Improvement
Program, once adopted, will serve as the guidelines for preparing
the necessary Requests for Proposal for private sector
development and/or capital improvement funding for public
improvements. Detailed environmental analyses will be prepared
once a specific development and/or improvement project is
identified but prior to final approval of that project.
BUDGET/FISCAL IMPACTS
The total project cost will be $75,000 for which funds have
already been approved by the City Council. Funds have been

appropriated for this project in account numbers
O1-720-266-000-902 ($45,000) and 15-200-263-724-506 ($30,000).
RECOMMENDATIONS
It is recommended that the City Council authorize the City
Manager to negotiate and execute a contract with Barton Myers
Associates not to exceed $75,000.
