SR021186-6ERP:DTA:EA Council Meeting: February 11, 1986 TO: Mayor and City Council FROM: City Staff s $ 111986 f~~--~ ~~ ..~~;~ Santa Monica, California SUBJECT: Submission of Grant Application for Senior Nutrition and Recreation Program Introduction This report recommends that the City Council adopt the attached resolution authorizing the submittal of a proposal to the Los Angeles County Area Agency on Aging for funding in the amount of $176,278 for Fiscal Year 1986-87 and authorizing the City Manager to sign a contract for provision of services to the elderly through the City's Senior Nutrition and Recreation Program. The exact funding amount will be known after Los Angeles County has made final grant approval and funding allocations. Background The City of Santa Monica has been sponsoring the Senior Nutrition and Recreation Program for the past nine years. Each year the City is required to submit an application for grant monies. The following description of the projected costs and revenues for the Senior Nutrition and Recreation Program indicates that $84,999 will be needed from the City's General Fund and $18,800 from Proposition A Transportation Funds. ~~ B 11 198fi RP:DTA:EA Page 2 1986-87 Total Cost $389,336 Revenue Sources Senior Nutrition Grant Revenue $176,278 Senior Nutrition Van and Meal Contributions $ 66,920 United States Department of Agriculture $ 42,339 City of Santa Monica General Fund $ 84,999 Proposition A - Transportation Fund $ 18,800 Total $389,336 The $176, 278 applied for in the grant to the Los Angeles County Area Agency on Aging represents an increase of $3,926 for the congregate nutrition program, $14,970 for the home delivered meals program, and $4,856 for the transportation program as compared to approved funding level for 1985-86. If approved, the grant proposal will result in an estimated increase of $9,922 over the, City's 1985-86 General Fund contribution. This increase is due to an anticipated increases in salaries, food-costs and decreased contribution from the U.S.D.A. The City operates the Nutrition Program at four sites: Lincoln Park, Memorial Park, the Senior Recreation Center and Virginia Park. A food service company is under sub-contract to provide 225 hot meals per serving day as well as 68 home delivered meals per serving day. In addition, the nutrition van provides 8,000 units RP:DTA:EA Page 3 transportation each year to the nutrition program, grocery store, medical appointments and recreation activities. Budget/Financial Impact Appropriate grant application and other revenue sources will be reflected in the proposed 1986-87 budget recommendations in order to reflect any grant approvals known at that time. Recommendation Staff recommends that the City Council adopt the attached resolution authorizing the submittal of a proposal to the Los Angeles County Area Agency on Aging for funding in the amount of $176,278 and authorizing the City Manager to sign a contract for provision of services to the elderly through the City's Senior Nutrition and Recreation Program.
