SUBJECT: Award of Contract for the Construction of Streetlights
on Various City Streets
Introduction
This report requests that the City Council award a contract for
construction of streetlights on Berkeley and 4th Streets between
Santa Monica and Wilshire Boulevards, 26th Street from Pico
Boulevard to Pearl Street, and California Avenue between 18th and
20th Streets to Paul Gardner Corporation, the lowest responsible
bidder, in the amount of $124,973.00.
Background
Residents' petitions for streetlights were accepted by the City
Council on August 13, 1985, for Berkeley and 14th Streets between
Santa Monica and Wilshire Boulevards, 26th Street from Pico
Boulevard to Pearl Street, and California Avenue between 18th and
20th Streets. A public hearing was held on September 10, 1985.
A Notice Inviting Bids was published on December 26 and 27, 1985
in the Evening Outlook and in five construction journals. The
notice was also sent to four minority business associations.
Plans and specifications were issued to fourteen contractors.
Bids were opened and read publicly on January 27, 1986, by the
Deputy City Clerk.

Budget/Financial Impact
The following percentages of costs are proposed to be assessed to
commercial and residential property owners in accordance with
current City policy:

*This streetlight district was formed in accordance with the
Improvement Act of 1911 which provides for inclusion of
incidental costs in the property owners' assessments. Incidental
costs include expense of engineering, inspection, bond
preparation, advertising and recordation fees.

The City's share of construction costs will be encumbered and the
balance will be collected through assessments based on a per
linear foot cost.
Appropriation authority is available in Account Nos.
O1-770-453-000-902 ($42,402.59) and 01-770-453-000-903
($191,631.59) for the City's share of $83,775.00.
Recommendation
It is recommended that the City Council:
1. Award a contract for the construction of streetlights on
various City streets as described above to Paul Gardner
Corporation, the lowest responsible bidder, in the amount of
$124,973; and
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction
on Change Orders.
