BACKGROUND In the past, the City of Santa Monica has donated surplus fire de- partment equipment and apparatus to the Mazatlan Fire Department under the auspices of the Sister Cities Program. The last donation occurred in 1980 when outdated surplus self-contained breathing ap- paratus was delivered to the Mazatlan Volunteer Fire Department. The subject apparatus is a 1961 Pirsch Aerial/Pamper. The Fire De- partment has declared this unit to be unuseable to the specific needs of the Fire Department. The apparatus has been advertised for sale without success. It is estimated that the Mazatlan Fire Department will receive many years of useful service from the equipment. Some minor repairs on the main fire pump are needed, but the Mazatlan Fire Chief has indi- cated that the needed repairs do not pose a serious problem. The transfer of ownership will occur in Santa Monica, and the Mazatlan Fire Department will provide insurance covering the City of Santa Monica during the period of transport to Mexico.
