Subject: Award of Contract for Automatic Sprinkler System
Installation at Woodlawn Cemetery: Phase I.
Introduction
This report requests that the City Council award a contract to
Siapin Horticulture in the amount of $74,829.00 for Automatic
Sprinkler System Installation at Woodlawn Cemetery: Phase I.
Background
The City Council appropriated funds in the FY86 Capital
Improvement Budget in the amount of $87,000 (project b41-902) for
phase one of a three year program to update the sprinkler system
at the City's Woodlawn Cemetery. The areas chosen for phase one
are so deteriorated that they cannot be used and all irrigation
must be performed by hand.
A Notice Inviting Bids was published February 3rd, 4th and 5th,
1986. Plans and specifications were issued to one contractor and
nine construction advertising services including six which
advertise mainly to minority contractors. One bid was received
and read publicly by the Deputy City Clerk on February 20, 198b.

The bidder has performed satisfactorily in Santa Monica as a
subcontractor on the Santa Monica Well #7 project and as a
sprinkler contractor for the leasee`of the Charnock well field.
The bidder is not a minority contractor.
Due to the small number of contractors requesting bids the staff
inquired of the advertising agencies and of several sprinkler
contractors why they had not requested proposals. Two
contractors said that they were too busy at this time to be able
to do the work and one said that he was not interested in doing
the work.
The bid for this project is below the engineering estimate
($101,500) and the delays involved in readvertising the project
would adversely effect the large Memorial Day programs which are
held annually at the Cemetery. Therefore, the Staff recommends
that the contract be awarded to the sole bidder.
Funds Required:
Contract $ 74,829.00
Contingency l0% $ 7,500.00
TOTAL $ 82,329.00
Budget/Financial Analysis
Appropriation authority in the amount of $85,800 is available in
account number 37-710-641-000-902 {$1,200 was expended for the
design of the sprinkler system).
Recommendation
Staff recommends that the City Council:

1. Award the contract for Automatic Sprinkler System
Installation at Woodlawn Cemetery: Phase I to Siapian
Horticulture in the amount of $74,829.00.
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work as required in an
amount not to exceed the funds available in conformance with
the Administrative Instruction on Change Orders.
