Subject: Award of Contract for Wastewater Facilities Replacement
INTRODUCTION
This report requests the City Council to award a contract for
Wastewater Facilities Replacement: Fiscal Year 1985-86 Projects
to George Jugovic Construction Company, the low bidder in the
amount of $377,525.00.
BACKGROUND
During the 1985-86 budget process the City Council appropriated
funds in the amount of $250,000 (Project No. 661-914) for
Wastewater Main Replacement and $480,000 (Project No. 661-919)
for 26th Street Storm Drain Improvements. In addition, funds in
the amount of $67,573 (Project No. 661-911) for Wastewater Main
Replacement were carried over from FY84-85. Facilities
designated for replacement are:
Sewer Main in San Vicente Place North from 1st Court to
7th Street
Sewer Main in Georgina Place North from 1st Court to 4th
Street
Sewer manholes at various locations
Storm drain catch basins at various locations
Storm drain line beneath the pier.
The sewer mains are all over 70 years old and are undersized for
the current level of development as indicated in the City Master
Plan. A complete sewer system master plan including replacement

criteria will be prepared during the 1986/87 budget year as
proposed in 86/87 budget submittals. This project is
categorically exempt from CEQA. The sewer manholes chosen are
deteriorated and present possible subsidence problems. The catch
basins were constructed in the 1920's and do not have access for
cleaning. The new basins will have access openings and will be
constructed to current standards. The storm drain beneath the
pier will connect a sixty year old outlet beneath the pier, which
contributes to flooding of the bike path, with the major storm
drain outlet at the south side of the pier.
A Notice Inviting Bids was published on February 18, 19, and 20,
1986. Plans and specifications were issued to 7 contractors and
9 construction advertising services including 6 which advertise
mainly to minority contractors. Four bids were received and read
publicly by the Deputy City Clerk on March 11, 1986.
Bids received were:
1. George Jugovic Const. Co. $377,525.00
2. Peter C. David Co. $421,750.00
3. Vicco Construction $422,765.00
4. John T. Malloy $472,850.00
The low bidder has worked previously for the City of Los Angeles
and has performed satisfactorily according to the Los Angeles
City project manager. None of the bidders are minority
contractors.
The 26th Street Storm Drain project has been delayed indefinitely
due to the inadequate capacity of the Kenter Canyon drain into
which it discharges. The staff is currently working with the Los
Angeles County Public Works Department Flood Control Section on

ways to increase the drainage capacity of the Santa Monica Storm
drains to satisfactorily handle 10 year storms. Staff is
proposing utilizing a portion of the funds from Project No.
661-919 to replace the indicated storm drain facilities. These
facilities have a higher urgency for replacement in terms of
drainage system maintenance. The ultimate construction of the
26th Street project will depend upon the success of the City and
County to increase the City's storm drain capacity, but in any
event will not occur for approximately ten years.
FUNDS REQUIRED
The funds required for this project are:
Contract $377,525.00
15% Contingency $ 56,625.00
TOTAL $434,150.00

Funds are available for this project in the following accounts:

RECOMMENDATIONS
Staff recommends that the City Council:
1. Award the contract for Wastewater Facilities Replacement
at:
Sewer Main in San Vicente Place North from 1st Court to
7th Street;
Sewer Main in Georgina Place North from 1st Court to 4th
Street.;

Sewer manholes at various locations;
Storm drain catch basins at various locations; and the
Storm drain line beneath the pier
to George Jugovic Construction Company in the amount of
$377,525.00.
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work as required in an
amount not to exceed the funds available in conformance with
the Administrative Instruction on Change Orders.
