SUBJECT: Recommendation to Award Contract for the Construction
of Security Lighting at Douglas Park
Introduction
This report requests that the City Council award a contract for
the construction of security lighting at Douglas Park to
Paxin Electric Inc., the lowest responsible bidder, in the amount
of $39,000.
Background
In the Capital Infrastructure Needs Assessment study completed
and presented to City Council in 1984, City staff recommended
that security lighting be installed in Douglas Park. There
currently is no lighting in the park and the new lights will
illuminate the pathways and center of the park. The City Council
approved $47,520 for the project for FY 1985-86.
A Notice Inviting Bids was published on February 6 and 7, 1986,
in the Evening Outlook and in five construction journals. The
notice was also sent to four minority business associations.
Plans and specifications were issued to twelve contractors. Bids
were opened and read publicly on March 10, 1986, by the Deputy
City Clerk.

No minority or women owned firms submitted a bid for this
project .
C.T. & F., Inc., the low bidder requested that they be relieved
from their bid due to a mistake. City staff has determined that
C.T. & F., Inc., has met the legal requirements for relief from
bid due to mistake. Therefore, staff recommends that the
contract be awarded to the next lowest bidder Paxin Electric Inc.
Paxin Electric Inc. has worked far the City on several projects
including the recent installation of security lighting in Lincoln
Park. City staff was very pleased with Paxin's performance.

Appropriation authority is available in Account No.
01-740-511-000-941 in the amount of $47,520.

Recommendation
It is recommended that the City Council:
1. Relieve C.T. & F., Inc., from their bid due a mistake made in
their bid;
2. Award a contract for the construction of security lighting in
Douglas Park to Paxin Electric, Inc., the lowest responsible
bidder, in the amount of $39,000; and
3. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction
on Change Orders.
