SR-031186-11A//-/1 MAR i 1 1986 CS:SES:JAS:ak MAR 2~ 1986 Council Meeting: March 11, 1986 Santa idonica, California ~,~~,; To: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Contract for the Construction of the Fourth Street Median Introduction This report requests that the City Council award a contract for the construction of the Fourth Street median to Terrain, Inc., the lowest responsible bidder, in the amount of $163,308. Background In response to residents' concerns about traffic speed on Fourth Street and lack of parking in the area, the City Council instructed staff to reconfigure Fourth Street between Pico Boulevard and Hill Street. It was proposed that Fourth Street be changed from two lanes in each direction to one lane in each direction with a painted, center median strip for parking. Funds were appropriated in FY 1983-84 and carried over until the project was approved by the Coastal Commission. After a one-year experimental period, the Coastal Commission approved the per-nanent construction of a raised, landscaped median island on April 10, 1985. The project was advertised on June 24 and 25, 1985, and sixteen contractors picked up plans and specifications. One bid was received on July 22, 1985, in the amount of $200,000 which was $29,000 over the amount budgeted for the project. Staff recommended that the City Council reject the bid and authorize II - 1 - ~ipK i S 1986 MAR 11 1986 staff to readvertise the project after making minor modifications to the plans. t A portion of the landscaped island in the most congested area was removed (from a point 300' north of Ocean Park Boulevard to a point 160 feet south of Hollister Avenue.) 'this portion will continue to have a striped median. Also, the median curb for the south bound driving lane was widened six inches, leaving a landscaped width of two feet. The improvements implemented along Fourth Street between Ocean Park Boulevard and Hill Street have reduced the number of vehicles exceeding the posted speed limit by 49 percent and have reduced traffic accidents by 35 percent. The. Coastal Commission staff has given verbal authorization to proceed with the project as modified. The proposed changes were not considered substantive enough to require amended applications. A new Notice Inviting Bids was published on December 11 and 12, 1985, in the Evening Outlook and in five construction journals. The notice was also sent to four minority business associations. Plans and specifications were issued to thirty-two contractors. Bids were opened and read publicly on February 24, 1986, by the Deputy City Clerk. - 2 - Six bids were received as follows: Terrain, Inc. $163,308 Artistic Landscape and Engineering Inc. 189,000 Madison Engineering, Inc. 218,300* Damon Construction Co. 268,347* Aka-Tani Landscapace Inc. 34b,500* Ryco Construction, Inc. 357,752 Engineer's Estimate: $1b8,500 Terrain, Inc., is currently under contract with the City for the construction of Ocean View Park. Budget/Financial Impact Funds Required Contract $163,308 Contingencies 7,592 Total $170,900 Appropriation authority is available in Account No. O1-770-416-000-916 in the amount of $170,969.18. Recommendation It is recommended that the City Council: 1. Award a contract for the construction of the Fourth Street median to Terrain, Inc., the lowest responsible bidder, in the amount of $163,308; and *women/minority owned firm - 3 - 2. Authorise the City Engineer to issue any change orders necessary to complete additicnal work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
