SUBJECT: Reeammendatian to Award Bid for Home Delivered Meals
for Senior Citizens far the Recreation and Parks
Department, Bid 42049
Introduction
This report concerns award of bid to furnish and deliver home
delivered meals for the Recreation and Parks Department for the
period July 1, 1986 through June 30, 1987 at the rate of $2.37
per meal with two one year options.
Background
In response to published Notices Inviting Bids (published March
20, 21, 1986) to furnish and deliver home delivered meals far
senior citizens in accordance with City specifications, bids were
received and publicly opened and read an April 1, 1986. Proposal
forms were mailed to *10 vendors and notices were advertised in
accordance with City Charter and Municipal Cade provisions. Two
proposals were received as follows:

The Project Dietitian and the Project Director visited the
facilities of both bidders and performed a caterer's Sanitation

and Safety cheek at each food preparation facility (see attached
cheek list). The low bidder, Sorensen's Catering was not ap-
proved for the following reasons:
1. The present operation is under review by the L.A. County Com-
munity and Senior Citizen Services for noncompliance with ap-
plicable food service regulations based on inspections made by
the Los angeles County AAA and the City of Las Angeles AAA.
2. Past history of food shortages and unauthorized substitutions
in the current contract with the City of Santa Monica.
3. During visitation and site inspection of Sorensens food prep-
oration area on April 7, the Santa Monica Project dietitian
recommended termination existing contract.
4. Visitation of site by Project Director and Senior Nutrition
Advisory Board members on April 8 which noted many violations and
a generally dirty and unkempt facility.
5. The Senior Nutrition Advisory Board at their regular meeting
of April 9 recommended that the Sorensens bid be rejected ar,d
also recommended that the current contract be terminated.
The Feeding Systems facility was approved by the Project Di-
etitian and the Project Director on the basis of compliance with
the Caterer's Sanitation and Safety checklist.
Budgetary/Financial Impact
Fiscal Year 1986-1987 appropriation authority for this purchase
will be as set forth in next year's budget for the Recreation and

Recommendation
Staff recommends that the low bid by Sorensen's Catering be re-
jected and the award of Bid ~~2049 be made to Feeding Systems,
Inc. as per specified unit price with two one year options as the
best bidder.
